About this file

This is a Sources Sought Notice for ophthalmic diagnostic imaging equipment from the Department of Veterans Affairs, Network Contracting Office 10, with solicitation number 36C25026Q0300. The VA is conducting market research to identify potential sources—particularly small businesses, service-disabled veteran-owned small businesses (SDVOSB), and veteran-owned small businesses (VOSB)—capable of supplying and installing Spectralis HRA + OCT Systems at three Indiana locations: Indianapolis VA Medical Center, Shelbyville Clinic, and Wakeman VA Clinic. The contracting office is located in Columbus, Ohio (zip code 43219-1834), with point of contact Percy Johnson at percy.johnson2@va.gov or 614-257-5534.

The acquisition encompasses multiple Spectralis optical imaging systems with associated software, accessories, and services across the three facilities. The Indianapolis upgrade requires two complete tracking OCT systems (OCT Plus with BluePeak-Multicolor and HRA+OCT with Multicolor configurations), a trade-in unit, widefield imaging module, OCT angiography capability, GMPE and Spectralis software packages with installation and training, HEYEX 2 data management software, and three HP Z2G9 computers with 64GB RAM and Windows 11. The Shelbyville and Wakeman clinics each require one OCT Plus system with BluePeak-Advanced configuration and associated software. Additional software upgrades include eight HEYEX 2 licenses and an extended image management backend. The mandatory annual maintenance and licensing fee for HEYEX 2 will commence after the one-year warranty period. Responses must be submitted by March 13, 2026, at 09:00 AM EST to percy.johnson2@va.gov. All potential contractors must be registered with the System for Award Management (SAM) and, if claiming small business status, must be registered with the SBA. The product service code is 6540, and the NAICS code is 339112.

Salient Characteristics

· Ophthalmic diagnostic imaging and angiography platform used primarily to examine the structures of the retina, macula, and optic nerve.

· Confocal Scanning Laser Ophthalmoscope combines the selectivity of laser light with the pinpoint resolution of confocal scanning to provide image detail and clarity not available from traditional fundus photography

· TruTrack Active Eye Trac: imaging technology that utilizes two beams of light simultaneously to track and image the eye. Actively tracking the eye in real time throughout image capture mitigates the effects of eye motion, resulting in more accurate scan data

· Noise Reduction: technology that reduces the noise inherent in scanning laser imaging by capturing multiple images in the exact same location

· AutoRescan: retinal recognition technology to automatically position the scan in the same anatomic location at follow up to precisely track change over time

· Eye Explorer: remote image review and analysis

· Scanning Laser Angiography: provides high-resolution images and video sequences showing the dynamic movement of dye through the vessels and minute details of the parafoveal capillary network

· Blue Laser Autofluorescence: a non-invasive, scanning laser fundus imaging modality that provides a map of the retina which can reveal metabolic malfunction of diagnostic significance in many conditions such as AMD

· Panning camera head allows the camera to move from side to side and tilt up and down to accommodate patient positioning and imaging in the periphery.

· Movie image capture provides cSLO videos in single frame and high speed modes.

· Touch panel enables the user to easily select acquisition modalities and settings

· Up to eight (8) imaging modes: Spectral domain OCT, infrared reflectance (IR), Multicolor (MC), BluePeak blue laser autofluorescence (BAF), blue reflectance (BR), OCT angiography (OCTA), fluorescein angiography (FA), and ICG angiography (ICG

· Up to ten (10) simultaneous imaging options: OCT+IR, OCT+BAF, OCT+BR, OCT+MC, OCT+FA, OCT+ICGA, BAF+IR, FA+IR, ICGA+IR, FA+ICG

· Up to five (5) separate light sources at the following wavelengths: 880 nm SLD, 815 nm diode laser, 786 nm diode laser, 518 nm diode laser, 486 nm diode laser

· Fundus image field of view ranges from 8° up to 102° with exchangeable optical lens
