About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is seeking consolidated contracting for upper artificial limbs and prosthetic components, specifically Prosthetic Terminal Devices (PTD), Prosthetic Wrist Units (PWU), Prosthetic Elbow Units (PEU), Prosthetic Limb Suspension (PLS), Prosthetic Components & Accessories (PCA), and Partial Hand Components and Accessories (PHCA). The primary objectives are to establish enterprise-scale consistency in prosthetic limb fabrication and obtain quality products at lower costs than current contract and open-market prices. The VA will utilize a Lowest Price Technically Acceptable (LPTA) source selection process to evaluate proposals based on price, technical acceptability, and past performance. The solicitation requires questions to be submitted by close of business on February 6, 2026, with final proposals due on April 2, 2026 at 4:00 PM Central Standard Time. All questions and proposals must be directed to michelle.williams4@va.gov.

This solicitation is unrestricted with no set-aside designation and applies to NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) with a size standard of 800 employees. The VA anticipates multiple firm-fixed price, indefinite-delivery/indefinite-quantity (IDIQ) contracts with up to five awards per contract line item, structured with a base year plus four one-year option periods. The maximum contract ceiling is $37 million. No historical volume data is available as this represents a new national contract consolidation effort, though historical dollar sales figures from the Prosthetic and Sensory Aids Service (PSAS) have been provided for reference. Contractors must comply with comprehensive security and data protection requirements, including FIPS 140-2 encryption standards, secure file transfer protocols via FTP with 128-bit encryption, and mandatory cyber security and privacy training. Performance of work will occur at the Denver Logistics Center (DLC) of the VA National Prosthetic & Sensory Aids Service Program, with contractors required to implement secure file transfer capabilities within six months of contract effective date.
