About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 2, is seeking vendors to provide and install surgical lights at the VA New Jersey Health Care System in East Orange, New Jersey. The procurement requires the deinstallation of existing surgical lights from four operating rooms (ORs 1, 2, 5, and 6) and the installation of new Hillrom TruLight 5500 Surgical Light Systems or equivalent products that meet specified salient characteristics. Key requirements include dual lamphead LED technology with a minimum 40,000-hour lifetime, adjustable light field diameter up to 28 centimeters, color rendering index of at least 96, illumination depth of at least 130 centimeters, and Made in America certification. The vendor must provide all labor, tools, materials, white glove delivery, trash removal, on-site staff training, and functional testing. Responses to this Sources Sought Notice are due by January 29, 2026, at 4:00 p.m. Eastern Time, and prospective vendors should direct inquiries to Contracting Specialist Barry Sawyer at Barry.Sawyer@va.gov or 585-393-8563.
This procurement is not designated as a set-aside. No incumbent contractor or award value is specified in the notice; however, the critical timeline requires delivery and installation of at least two operating rooms within four weeks of award, with the remaining two rooms completed within twelve weeks. The vendor must provide equipment with a minimum five-year warranty on LED elements and ensure compliance with medical electrical equipment standards (IEC 60601 or equivalent). The contracting office is located in Canandaigua, New York, and the procurement falls under Product Service Code 6515 (Medical and Surgical Instruments, Equipment, and Supplies) and NAICS Code 339112 (Surgical and Medical Instrument Manufacturing). The urgent nature of this procurement is driven by the fact that four operating rooms are currently out of service due to non-operational surgical lights, which has resulted in surgical cases being diverted to community care providers and creating infection control compliance risks.

Statement of Work (SOW)
Project: Urgent Replacement of Surgical Lights
Location: VA New Jersey Health Care System, East Orange, NJ
Delivery & Installation: ARO 60 Days
Background
Four operating rooms are currently out of service due to non-operational surgical lights. These lights are critical for performing surgical procedures safely and effectively. The existing lights are very old, and the paint on the arms and mounts is cracked and flaking, creating a significant infection control risk. Infection Control has already identified this as a major issue, as the deteriorating condition of the equipment compromises patient safety and sterile environments. Because of this, surgical cases that would normally be performed in-house are being sent to Community Care, resulting in delays in treatment, increased costs, and potential negative impacts on patient outcomes. Immediate replacement of these surgical lights is essential to restore full operating room functionality and maintain compliance with infection control standards.
