Veterans Integrated Service Network 2, Department of Veterans Affairs, is preparing to solicit a Patient Elopement Tracking System for St. Albans VA Medical Center in Queens, New York, with an offer receipt deadline of June 26, 2026 at 10:00 AM EDT. This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses.

The system must detect patients approaching 76 covered doors and four elevators across eight buildings and generate alerts within 20 seconds to nurse stations, police, and WHEN workstations. The awardee must furnish a completely standalone application server, six nurse workstations, one police workstation, and one WHEN workstation without utilizing existing VA network infrastructure. The elevator system must hold doors open and lock cabs to prevent patient departure, with fire and life-safety override capability required. The Government will provide 100 patient wearable tags and AC emergency power at telecommunications closets. Installation will require infection-control containment measures.

The solution must be technology-neutral and capable of meeting performance outcomes regardless of RF frequency or tag form factor. Continuous whole-floor real-time location monitoring and tamper or low-battery alerts are not required. VA TRM-approved software platforms are preferred but not required. Post-warranty maintenance will be awarded separately.

A mandatory site visit is scheduled for June 18, 2026. Vendor questions and responses, floor plans for Buildings 88, 89, and 92–93, and a Standard Form 30 amendment extending the deadline have been posted.
