About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 10 (VISN 10), Cincinnati Veterans Affairs Medical Center (CVAMC) has published a Special Notice of Intent to Sole Source a 36-month renewal lease for Olympus Ear, Nose, and Throat (ENT) scopes with Olympus America Inc. This procurement, issued on March 25, 2026, is classified under Federal Acquisition Regulation (FAR) Part 12 for commercial products and services. The contracting office, located in Indianapolis, Indiana, has designated Olympus America Inc. as the sole source contractor based on the Government's determination that only this manufacturer possesses the required capabilities to meet the medical center's needs. The notice applies to NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees, and is tracked under Solicitation Number 36C25026Q0387.
The procurement seeks a firm-fixed-price delivery order for a 36-month lease including a base year plus two option years, encompassing rollover of existing equipment, new ENT scopes, maintenance agreements, and technical support services. The Government's justification for sole-sourcing rests on GSAR 538.7104-4 (Items Peculiar to One Manufacturer), citing the necessity for direct replacement parts and components that maintain form, fit, and function compatibility with currently installed systems at the medical center. Interested parties must submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government by 5:00 p.m. Eastern Time on March 27, 2026, to Contract Specialist Lonnelle Jones at lonnelle.jones@va.gov. This notice is not a solicitation or request for competitive proposals, and no solicitation package is available; rather, it provides an opportunity for stakeholders to challenge the sole-source determination before contract award.
