About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9, operating on behalf of the Lexington Veterans Affairs Medical Center, has published a Special Notice announcing its intent to issue a sole-source contract for non-invasive ventilator systems. The VA intends to award a firm-fixed price contract to After Action Medical and Dental Supply LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Camby, Indiana. The procurement involves acquiring Nihon NKV-330 Non-invasive Ventilator Systems that must be comparable to the facility's current Phillips Respironics equipment. The contract is classified under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing with a small business size standard of 1,250 employees. The government anticipates awarding the purchase order contract on or around August 15, 2025.

The sole-source justification is based on After Action Medical being identified as the only SDVOSB capable of providing the specific brand name requirement for these specialized ventilator systems. The procurement includes 10 comprehensive ventilator packages with extensive accessories, biomedical training, and drop ship items, with technical specifications requiring integrated monitoring capabilities, hot-swap battery systems, and advanced ventilation features for patients as light as 12.5 kg. Although this is not a request for competitive quotes, interested parties may submit capability statements by 10:00 AM Central Time on August 14, 2025, to larry.olive@va.gov for evaluation and consideration. Eligibility is open to any organization that can demonstrate capability to meet the requirements, though the contracting officer retains full discretion over the sole-source award decision. If no responses are received by the deadline, the sole-source award will proceed to After Action Medical and Dental Supply LLC without further consideration, as permitted under VAAR 819.7008 for verified SDVOSBs.
