This procurement is being conducted by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, under NAICS code 339112 (Surgical and Medical Instrument Manufacturing). Vendors must be properly registered in the System Award Management (SAM) database and may need SBA Veteran Small Business Certification (VetCert) and SBA Dynamic Small Business Search (DSBS) registration as applicable. All proposed medical instruments must be new equipment, not refurbished or recycled, and vendors must provide comprehensive documentation including their Unique Entity Identifier (UEI) Number, small business status verification, authorized distributor letters on manufacturer letterhead if applicable, price lists, and a completed FAR 52.225-1 Buy American Supplies form. The solicitation will be made available on or about August 15, 2025, exclusively through SAM.gov, with quote responses due by August 22, 2025, at 9:00 AM Eastern Time to Moneque Rodriguez at moneque.rodriguez@va.gov.
This procurement opportunity is designated as a Total Small Business set-aside, restricting participation to companies that meet the small business size standard of 1,000 employees for the applicable NAICS code. The solicitation allows vendors to propose either the specified brand name Medfusion 4000 syringe pumps or equivalent products that meet the same functional requirements. No incumbent contractors or current service providers are identified in the pre-solicitation notice, nor are specific award values, budget ranges, or quantities of equipment specified at this early stage of the procurement process. The procurement falls under PSC category 6515 (Medical And Surgical Instruments, Equipment, And Supplies), indicating this is a straightforward medical equipment acquisition. The timeline is compressed, with only approximately one week between solicitation release and quote submission deadline, suggesting this may be a relatively urgent procurement requirement for the VA healthcare facility.
