About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 4, Network Contracting Office (NCO) 4, has published a Special Notice of Intent to Sole Source for the procurement of NuTrace R+ Scanners for the Pittsburgh VA Medical Center. The contracting office, located in Wilkes-Barre, PA, intends to award a firm fixed price contract to Martin AIJS, the sole proposed vendor, under FAR Subpart 13.5 simplified acquisition procedures for commercial products and services. This notice indicates the Government's determination that only the proposed vendor can satisfy the requirement, as this is a brand name-only procurement. The special notice was posted on April 13, 2026, and is not a solicitation or request for competitive proposals. Interested parties may submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government, though this is the exception rather than the anticipated outcome.

The primary objective of this procurement is to acquire NuTrace R+ Scanners that integrate with the existing Censitrac equipment tracking software system to maintain 100% instrument traceability and accountability for the Sterile Processing Services department in support of veteran patient care. The NuTrace R+ Scanner is distinguished by its unique technical capabilities, including a built-in magnifier for reading challenging 2D data matrix codes in 0.5 seconds per instrument, compact stainless-steel design for easy disinfection, and elimination of potentially hazardous flashing lights present in current scanner models. Market research conducted through GSA Advantage and a sources sought notice confirmed that no alternative vendors could meet the stringent performance standards mandated by VHA Directive 1116. Any responses asserting that competition would be advantageous must be received no later than 4:00 p.m. Eastern Time on Wednesday, April 15, 2026. The anticipated contract structure includes no option years, and the procurement is conducted under simplified acquisition procedures for commercial products and services.
