About this file
This is a Single Source Justification document for a federal procurement action under simplified acquisition procedures for an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The VA Pittsburgh Healthcare System (VAPHS), located in Pittsburgh, Pennsylvania, is procuring Nutrace R+ Scanners for its Sterile Processing Services department. The scanners are required to integrate with the existing Censitrac equipment tracking software system to maintain 100% instrument traceability and accountability in support of veteran patient care. The procurement is being conducted as a single source award to Martin AIUS, the authorized vendor and sales channel for NuTrace products. The justification for single source procurement is based on the unique technical capabilities of the Nutrace R+ scanner, which is specifically designed to read challenging 2D data matrix codes with a built-in magnifier, thereby improving scan capture reliability and productivity for sterile processing technicians. Additional distinguishing features include a compact stainless-steel design that is easily disinfected, minimal workstation space requirements, and elimination of potentially hazardous flashing lights present in current scanner models. Market research was conducted through GSA Advantage and a sources sought notice, which confirmed no alternative vendors could meet the stringent performance standards mandated by VHA Directive 1116, particularly the requirement for reading 2D data matrix codes in 0.5 seconds per instrument. The contracting officer, Benjamin Villasenor, certified the justification on March 16, 2026. The acquisition plan action ID is 36C244-26-AP-1987.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT
Acquisition ID# 36C244-26-AP-1987
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Pittsburgh Healthcare System (VAPHS) Sterile Processing Services requires the brand name procurement for Nutrace R+ Scanners. The compatibility of these scanners with the Censitrac system will allow the VA Pittsburgh Healthcare System the ability to remain on the path of 100% instrument traceability and accountability in support the VA mission of providing quality care to our Veterans.
The estimated dollar value for this requirement is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The equipment cleaned and reprocessed by Sterile Processing Services (SPS) must be effectively traced via the Censitrac equipment tracking software system already implemented by SPS. This system allows for the precise tracking and utilization of equipment and reusable medical devices (RMDs) in patient care, inventory management, and repairs. A key component of this process is the unique device identification (UDI) laser mark specifically, a 2D data matrix code used to commission RMDs within the Censitrac system.
The Nutrace R+ scanner is uniquely designed to read the most challenging 2D data matrix codes using its built-in magnifier, thereby significantly improving scan capture reliability. This reduces scan failures and minimizes the need for repeat scans, thereby increasing productivity and efficiency for sterile processing technicians.
Additionally, these scanners have a compact design, taking up minimal space at workstations and eliminating the need for stands, which are required by our current scanners. Made with a stainless-steel rugged design, they are easily disinfected, ensuring high hygiene standards. Importantly, unlike the current scanner models that emit potentially eye-damaging lights, the Nutrace R+ scanners do not produce any hazardous flashing lights, thereby enhancing user safety.
