About this opportunity

The Department of Veterans Affairs Network Contracting Office 10 has issued a Special Notice announcing its intent to award a sole source, firm-fixed-price purchase order for specialized medical equipment to a Service-Disabled Veteran-Owned Small Business (SDVOSB) named Sentec. The procurement is for the Richard L. Roudebush Veterans Affairs Medical Center in Indianapolis, Indiana, and involves the acquisition of a transcutaneous TcC02 monitor and V-Sign Sensor for the facility's sleep lab. The equipment will be used to noninvasively monitor carbon dioxide levels in patients to accurately diagnose and manage sleep-disordered breathing disorders. The VA has identified Sentec, located in Lincoln, Rhode Island, as the sole vendor capable of meeting their specific requirements due to compatibility with existing Polysmith system infrastructure. This procurement falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing and utilizes Simplified Acquisition Procedures authority.

The Special Notice serves as a formal notification of the VA's intention to proceed with sole source negotiations rather than a competitive solicitation process. Interested parties who believe competition would be advantageous to the government must submit responses with clear and convincing evidence by 2:00 PM Eastern Standard Time on July 3, 2025, to the designated contracting officers at laura.poma@va.gov and kellie.konopinski@va.gov. The VA emphasizes that this notice is not a request for competitive proposals or a solicitation for offers, and no solicitation package is available. The government's position is that only Sentec possesses the required capabilities to successfully meet the requirement, particularly because the replacement monitor must be compatible with the currently owned Polysmith system, preloaded adult modes, and customized view options. The procurement specifically targets SDVOSB contractors and will result in a firm-fixed-price contract with no option years.
