About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 15, is seeking maintenance, inspection, and testing services for the electrical power distribution system at Harry S. Truman VA Medical Center located at 800 Hospital Drive in Columbia, Missouri. Prospective contractors must be certified by either the InterNational Electrical Testing Association (NETA) as a NETA Certified Technician or the National Institute for Certification in Engineering Technologies (NICET), and must have completed OSHA-approved 10-hour construction safety training with demonstrated expertise in OSHA Standard 29 CFR 1910 Subpart S and NFPA 70E standards. Contractors must also have access to current versions of NFPA 70, 70B, 70E, and 110, OSHA standards, NETA specifications, and equipment manuals. Responses to this Request for Information (RFI) are due by March 20, 2026, at 10:00 AM Central Time and should be submitted via email to James Horne at James.Horne@va.gov. The VA will evaluate responses based on eight specific criteria including company UEI number, business size status, manufacturer/distributor status, any modifications to provided items, limitations on subcontracting compliance, existing federal contracts held, and demonstrated capabilities.

This is a pre-solicitation notice issued as an RFI for planning purposes only and does not constitute a binding solicitation, though responses may inform a future formal solicitation announcement. No set-aside designations have been applied to this opportunity, meaning it is available to all qualified contractors regardless of small business status. The notice does not identify any current incumbents or provide specific award values or budget ranges. Contractors interested in responding should note that incomplete responses may result in non-responsive designation and could affect future set-aside determinations. The product/service code is 6110 (Electrical Control Equipment) with NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance), and responses to this sources sought are not automatically included as requests for prospective bidders list inclusion or solicitation copies.
