About this opportunity

The Naval Research Laboratory issued a Notice of Intent (N00173-26-NOI-MR11) on June 24, 2026, stating its intent to issue a sole-source purchase order for a 600 MHz Spectrometer System, with a response deadline of July 2, 2026. This is not a competitive solicitation and carries no set-aside; the Government intends to negotiate with only one source under FAR 13.5 authority.

The system consists of a 14.0 Tesla superconducting magnet with 54 mm bore, a four-channel NMR console, one solution probe, and two solid-state probes. The console requires a minimum of three independent RF channels covering 15 to 600 MHz with 12.5-nanosecond switching times, high-power RF amplifiers delivering at least 500 watts, and a receiver capable of digitizing signals from 15 to 242 MHz with 17–19 bit digital resolution and sub-3-millisecond recovery time. Additional components include gradient controllers, low-temperature (77 K) and high-temperature (150°C) equipment, a microprocessor-based MAS pneumatic unit, and a commercial workstation host with minimum 2 GB RAM and 250 GB storage. The contractor must provide installation, training, software upgrades at no cost during warranty, and execute specified pulse programming experiments.

All responsible sources may submit a capability statement showing clear and convincing evidence that competition would benefit the Government. The Government will consider responses solely to determine whether competitive procurement is warranted. No commitments to solicit, award, or reimburse costs apply. Reference Maribel Ramirez (primary POC) with all correspondence.
