About this file

This is a technical requirements document for a 600 MHz Nuclear Magnetic Resonance (NMR) Spectrometer System procured by the Naval Research Laboratory. The specification outlines detailed requirements for a high-field NMR spectrometer console with advanced RF transmission and reception capabilities. The spectrometer console requires a minimum of 3 RF transmitter channels with 12.5 nanosecond timing resolution and frequency range capability from 15 to 600 MHz. The system must include high-power RF amplifiers (minimum 500 W peak power) for 1H and 19F channels, with additional low-frequency amplifiers for X-nuclei observation and decoupling. The receiver section must digitize signals from 10 to 600 MHz with digital resolution of 17-19 bits depending on spectral width, controllable gain exceeding 60 dB in 6 dB increments, and recovery time under 3 milliseconds from blanked pulse operation.

The specification further mandates multiple RF preamplifiers with varying system noise figures (ranging from 1.0 to 1.4 dB) and peak power capabilities up to 4 kW, along with active transmit/receive switches and integrated RF power detectors for specific nuclei observation. Essential hardware accessories include gradient amplifier equipment, low-temperature (77 K) and high-temperature (150°C) operational capability with digital control units, microprocessor-based Magic Angle Spinning (MAS) pneumatic units with <0.1% spinning accuracy, variable temperature gas flow systems, field lock equipment, and specialized RF filters. The system incorporates a superconducting magnet with standard 54 mm bore and very high field stability with guaranteed minimal drift rate. The procurement is issued as a Notice of Intent (Solicitation N00173-26-NOI-MR11) by the Department of the Navy, with the Government intending to issue a sole-source purchase order to Jensen Hughes, though interested parties may submit capability statements by the 2 July 2026 response date to demonstrate why competitive procurement would be advantageous.
