About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks a Virtual Patient Monitoring System comprising 26 two-way cameras on mobile carts and four monitoring workstations for the VA Pittsburgh Healthcare System, with quotations due September 14. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; offerors must be SBA-certified SDVOSBs at time of offer submission.

Installation and training are required at two separate Pittsburgh facilities: H.J. Heinz III VA Medical Center (1010 Delafield Road, Pittsburgh, PA 15215) and VA Pittsburgh Healthcare System University Drive location (Pittsburgh, PA 15240). The system must support continuous two-way audio/video observation, bi-directional integration with VA's EHR (Cerner/Oracle Health), HL7-based alert integration, encrypted data transmission meeting FISMA/FedRAMP requirements, role-based access control, and failover/redundancy for 24/7 safety-critical monitoring. The base contract period runs from September 21, 2026 through September 20, 2027, with four one-year option periods extending through September 20, 2031. Delivery must be completed within 180 days after receipt of order. Contractor must provide implementation, project management, clinical training, help desk support, and one-year post-go-live warranty.

The NAICS code is 334111 (Electronic Computer Manufacturing, SBA size standard 1,250 employees) with PSC 5836 (Video Recording and Reproducing Equipment). The Government will evaluate offers on technical features and capabilities, past performance on similar VA projects, compliance with the Statement of Work, delivery schedules, warranty terms, and price, with non-price factors weighted more heavily than price. Offerors not the original equipment manufacturer must provide a Letter of Authorization from the OEM. The firm-fixed-price contract includes annual software licensing, maintenance, and technical support across the base and option periods.
