About this file

This is a Request for Quotation (RFQ) for a Virtual Patient Observation/Monitoring System issued by the Department of Veterans Affairs Network Contracting Office 4 for the VA Pittsburgh Healthcare System and H.J. Heinz III Medical Center. The solicitation number is 36C24426Q0936, issued September 4, 2026, with quotations due by September 14, 2026 at 4:00 p.m. EDT. Quotations should be submitted via email to Nathan Lohr, Contract Specialist, at nathan.lohr@va.gov.

The procurement seeks a turn-key patient observation/monitoring system solution that includes 26 mobile cart-based camera/communication systems, 4 monitoring workstations, installation, initial training, clinical integration services, and annual software licensing, maintenance, and technical support. The base contract period runs from September 21, 2026 to September 20, 2027, with four additional one-year option periods extending through September 20, 2031. Delivery must be completed within 180 days after receipt of order. The system must support continuous two-way audio/video observation, bi-directional integration with VA's EHR (Cerner/Oracle Health), HL7-based alert integration, encrypted data transmission meeting FISMA/FedRAMP requirements, role-based access control, and failover/redundancy for 24/7 safety-critical monitoring. Contractor must provide all implementation, project management, clinical training, help desk support, and one-year post-go-live warranty services. Installation will occur at two locations: Building 51 (H.J. Heinz III Medical Center) and Building 1 (VA Pittsburgh Healthcare System University Drive). The Government will evaluate offers on technical features and capabilities, past performance on similar VA projects, compliance with the Statement of Work, delivery schedules, warranty terms, and price, with non-price factors weighted more heavily than price. This is a 100% set-aside for small business, and offerors must provide a Letter of Authorization from the original equipment manufacturer if not the OEM themselves.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS

AND COMMERCIAL SERVICES

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

C.1 52.212-1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS

– COMMERCIAL PRODUCTS AND SERVICES (DEVIATION) (OCT 2025)

The following provisions are incorporated into RFO 52.212-1 as an addendum to this solicitation:

(a) Quotes shall be submitted via email to the Contracting POC listed on page 1 of the Standard Form 1449 in Block 7a. Include the Request for Quote number in the subject line of the email. All quotes shall be submitted on or before the offer due date shown on page 1 of the Standard Form 1449 in Block 8.

(b) Any exchanges with potential offerors must go through the Contracting POC. Prospective Vendors are warned against contacting any medical center personnel outside the Procurement Department before the award of a contract resulting from this solicitation. If such contact occurs and is found to be prejudicial to competing Vendors, the Vendor making such contact may be excluded from award consideration.

(c) Period for acceptance of Quotes. The offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotes. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during testing.

(e) Multiple Quotes. Offerors are encouraged to submit multiple quotes presenting alternative line items (provided that the alternative line items are consistent with RFO Part 4), or alternative commercial products or commercial services for satisfying the requirements of this solicitation.

Each quote submitted will be evaluated separately.

(f) Late submissions, revisions, and withdrawals of quotes.

(i) Offerors are responsible for submitting quotes so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:00 p.m., local time, for the designated Government office on the date that quotes are due.

(ii) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and may not be considered unless it is received before purchase order issuance and the Contracting Officer (CO) determines that accepting the late quotation would not unduly delay the acquisition.

(iii) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude a notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(g) Requests for Information. The CO will not notify unsuccessful offerors that responded to this Request for Quotation (RFQ). However, offerors may request information on purchase order(s) resulting from this solicitation with the CO.

(h) Evaluation: Comparative evaluation: The Government will conduct a comparative evaluation of all offers received in response to this solicitation and award a contract to the offer that represents the best value for the Government. The evaluation will be based on the criteria outlined below.

(i) Technical Features and Capabilities: Please provide brochures, pamphlets, hyperlinks, or any other materials to show what your item does so that it can be evaluated on its features and capabilities. Failure to provide materials will likely result in a lower evaluation.

(ii) Past Performance: The Government requires relevant past performance. A higher evaluation will be given to successful past performance for Department of Veterans Affairs projects similar in size, scope, and complexity to this requirement.

(iii) Compliance with the Statement of Work (SOW): The SOW outlines the specific requirements of the facility and the products’ features necessary to execute essential tasks. All offers must fully comply with the requirements described in the SOW. Offers that do not meet these requirements will receive a lower evaluation.

(iv) Delivery and Installation: Offerors must specify the date or delivery information for the quoted items so that the timeframe of delivery and installation can be evaluated and ultimately agreed upon in the resulting contract.

(v) Warranty: Provide the warranty, express or implied, details and documentation. Express warranties will be included into the resulting contract. Extended Hardware Warranty for all devices for two years or more will receive a higher evaluation.

(vi) Price: The Government will evaluate the price by adding the total of all line-item prices including options. The Total Evaluated Price will be that sum.

The Government will evaluate all factors identified in this solicitation. Technical Features and Capabilities, Past Performance, Compliance with the Statement of Work (SOW), Delivery and Installation, and Warranty, when combined, are more important than Price. While Price will be evaluated for reasonableness and overall value, it is not the primary determinant of award. The Government may award to other than the lowest priced offer if a higher priced offer demonstrates superior non price performance or capabilities that provide greater overall value to the Government.

(i) To be deemed responsive and be considered for award, an offeror’s quotation shall include a Letter of Authorization (LOA) from the Original Equipment Manufacturer (OEM). The LOA authorizes the offeror to sell/distribute a brand product if the offeror is not the OEM in accordance with VAAR 852.212-71 GRAY MARKET AND COUNTERFEIT ITEMS (FEB 2023).

(j) The Government intends to award a one-time Firm Fixed Price contract with four option years as a result of this solicitation; however, it reserves the right to issue more than one contract if it is in the Government’s best interest. The Government may issue a purchase order for any item or group of items of a quotation, unless the offeror qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified. The Government reserves the right to issue a purchase order for a quantity less than the quantity quoted, at the unit prices quoted, unless the offeror specifies otherwise in the quotation.

(End of Provision)

C.2 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY

REFERENCE (FEB 1998)

Business operations means engaging in commerce in any form, including by acquiring, developing, maintaining, owning, selling, possessing, leasing, or operating equipment, facilities, personnel, products, services, personal property, real property, or any other apparatus of business or commerce.

Marginalized populations of Sudan means—

(2) Marginalized areas in Northern Sudan described in section 4(9) of such Act.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted under specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education;

(6) Have been voluntarily suspended.

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

(b) Procedures.

(1) Covered telecommunications and video surveillance. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) at https://www.sam.gov for entities excluded from receiving federal awards for “covered telecommunications equipment or services.”

(2) FASCSA Orders.

(i) The Offeror shall search in SAM for the phrase “FASCSA order” for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (e) of FAR 52.240-91, Security Prohibitions and Exclusions.

(ii) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM but are effective and apply to the solicitation and resultant contract (see FAR 40.204-1(c)(2)).

(iii) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.

(c) Covered telecommunications equipment or services representations. By submission of its offer, the Offeror represents that, after conducting a reasonable inquiry (that looks at any information in the Offeror’s possession but does not need to include an internal or third-party audit)—

(1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation, except as waived by the solicitation, or as disclosed in paragraph (g); and

(2) It does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services, except as waived by the solicitation, or as disclosed in paragraph (g).

(d) FASCSA Representation. By submission of this offer, the offeror represents that it has conducted a reasonable inquiry, and that the offeror does not propose to provide or use in response to this solicitation any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable FASCSA order in effect on the date the solicitation was issued, except as waived by the solicitation, or as disclosed in paragraph (g). A reasonable inquiry will look at any information in the offeror’s possession but does not need to include an internal or third-party audit.

(e) Sudan certification. By submission of its offer, the offeror certifies, after conducting a reasonable inquiry (that looks at any information in the offeror’s possession but does not need to include an internal or third-party audit), that the offeror does not conduct any restricted business operations in Sudan.

(f) Iran Representation and Certifications.

(1) Except as provided in paragraph (f)(2) of this provision or if a waiver has been granted in accordance with FAR 40.203-3, the offeror, after conducting a reasonable inquiry (that looks at any information in the offeror’s possession but does not need to include an internal or third-party audit), by submission of its offer—

(i) Represents, to the best of its knowledge and belief, that the offeror does not export any sensitive technology to the government of Iran or any entities or individuals owned or controlled by, or acting on behalf or at the direction of, the government of Iran;

(ii) Certifies that the offeror, or any person (as defined at section 15 of the Iran Sanctions Act of 1996, Pub. These sanctioned activities are in the areas of development of the petroleum resources of Iran, production of refined petroleum products in Iran, sale and provision of refined petroleum products to Iran, and contributing to Iran’s ability to acquire or develop certain weapons or technologies; and

(iii) Certifies that the offeror, and any person owned or controlled by the offeror, does not knowingly engage in any transaction that exceeds $15,000 with Iran’s Revolutionary Guard Corps or any of its officials, agents, or affiliates, the property and interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (see OFAC’s Specially Designated Nationals and Blocked Persons List at https://www.treasury.gov/resource-center/sanctions/SDN-List/Pages/default.aspx)

(v) Description of the functionality of the product or service and how that functionality impacts the risk to the product or service;

(vi) An explanation of any factors relevant to determining if the product or service should be permitted by an applicable exception, exemption, or waiver (if the offeror would like the Government to consider a waiver);

(vii) Whether alternative products or services are available that would be compliant with the prohibition;

(viii) If the product or service is related to item maintenance, include the following information on the item being maintained:

(A) Brand;

(B) Model number, OEM number, manufacturer part number, or wholesaler number; and

(C) Item description, as applicable.

(6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4).

(c) The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts at any tier, including those for commercial products and commercial services, except those where the place of delivery or performance is outside the United States.
