About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has published a Special Notice announcing its intent to award a sole source contract to Standard Communications, Inc. for a JERON Provider 790 Nurse Call System at the East Orange VA Medical Center. This notice is being issued under FAR 5.101(a)(1) and is authorized under 41 U.S.C. 3304(a)(5) and 38 U.S. Code 8127(c) as implemented by FAR 6.302-5 for statutory authorization. The procurement specifically targets the Spinal Cord Injury Unit, which is the only remaining unit at the facility that has not yet been updated with the Jeron system. The estimated contract value is $100,934.63 and falls under NAICS code 334290 (Other Communications Equipment Manufacturing) and Product Service Code 5830 (Intercommunication and Public Address Systems, Except Airborne). Standard Communications, Inc. is identified as the authorized distributor for the original equipment manufacturer Jeron Electronic Systems, Inc.
The primary objective of this sole source procurement is to achieve complete standardization of the nurse call system across the entire East Orange VA Medical Center, with all other units already equipped with the same Jeron system technology. While this is not a competitive solicitation, the government is providing an opportunity for other vendors to challenge the sole source determination by submitting capability statements, proposals, or quotations to Contracting Officer Jonathan Kilgore at jonathan.kilgore@va.gov by 9:00 AM EST on August 4, 2025. Any vendor that believes they can fully meet the government's requirements may participate by demonstrating their capabilities in writing. The government will review submitted documentation solely to determine whether to conduct the procurement on a competitive basis, though the final decision to maintain the sole source approach remains at the government's discretion. This procurement is being conducted under the Service-Disabled Veteran-Owned Small Business (SDVOSB) sole source authority, and the unified system implementation is expected to improve operational efficiency, streamline staff training, and simplify system maintenance across the medical facility.
