About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source contract. The Department of Veterans Affairs, Network Contracting Office 2, intends to award a firm-fixed-price contract to Standard Communications, Inc. for a Jeron Provider 790 Nurse Call System for the Spinal Cord Injury Unit at the East Orange VA Medical Center. The estimated contract value is $100,934.63, and the procurement is being conducted under the Service-Disabled Veteran-Owned Small Business (SDVOSB) sole source authority.
The sole source justification is based on the need to standardize the nurse call system across the entire medical center, with Standard Communications, Inc. being the authorized distributor for Jeron Electronic Systems, Inc. Market research included an SBA Small Business Search and Federal Procurement Data System (FPDS) search, which returned limited results. The contract aims to improve operational efficiency by implementing a unified communication platform, streamlining staff training, and simplifying system maintenance. The VA plans to conduct market research before future acquisitions to potentially open competition to other vendors.
