About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting contractors to provide Ground Support Equipment (GSE) Mechanics for the 575th Aircraft Maintenance Squadron at Joint Base San Antonio-Randolph Air Force Base in support of T-38 aircraft depot maintenance operations. The contractor must supply skilled labor consisting of 8 Contract Manpower Equivalent personnel including one supervisor, one lead mechanic, and six ground support equipment mechanics to perform inspection, maintenance, and handling support for specialized ground support equipment such as wing sleds, dollies, racks, and transport equipment. The evaluation will utilize a Lowest Price Technically Acceptable (LPTA) methodology with two primary factors: price and technical proposal, where the technical proposal must address three subfactors including Technical Staffing Plan, Quality Management Plan, and Inventory Database management experience. The solicitation amendment extended the proposal submission deadline to September 11, 2025, at 5:30 PM EDT, with final questions accepted through August 27, 2025. Contractors must maintain current representations and certifications in the System for Award Management (SAM) to be eligible for award consideration.

This procurement is designated as a Total Small Business set-aside with a total estimated contract value of $12 million over a potential five-year performance period. The contract structure includes a base period from December 1, 2025, to November 30, 2026, followed by four additional one-year option periods extending through November 2030. Performance will occur at Randolph Air Force Base, Texas, with mechanics working day shifts from 0530-1600 hours in support of depot-level maintenance operations for T-38 Talon aircraft. The solicitation documents indicate that current contract employees began work between 2022-2025, though new contractors are not obligated to retain existing personnel. Contract line items include positions for ground support equipment supervisors, lead mechanics, and mechanics, with provisions for overtime work and various data reporting requirements including monthly status reports, safety programs, quality assurance plans, and management plans.
