About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 seeks installation of a prefabricated commercial modular aluminum access ramp at Building 47 of Charles George VA Medical Center in Asheville, North Carolina, with proposals due October 15, 2026. The procurement is a total set-aside for Service-Disabled Veteran-Owned Small Businesses.
Place of performance is Asheville, NC 28805. The scope includes demolition and removal of the existing ramp system, installation of two prefabricated aluminum ramp sections totaling approximately 100 linear feet with 48–56 inch widths and 1/12 maximum slope ratio, aluminum picket safety rails, transition landings, non-skid surfaces, hurricane tiedown features, and disposal of construction waste. All work must comply with the VA Barrier Free Design Guide (PG-18-13), 2010 ADA Standards for Accessibility, and applicable building codes. The contractor must provide design, engineering drawings, and structural calculations stamped by a licensed Professional Engineer, including hurricane tie-down features per VA Handbook 7610 Chapter 7. The contractor must maintain a superintendent with OSHA 30-hour certification on-site and coordinate with facility logistics to keep the loading dock operational during business hours (0600–1700). Service Contract Labor Standards apply per Wage Determination 2015-4369, Revision 32.
The contract is firm-fixed-price with a base period from November 1, 2026 to October 31, 2027. Performance period invoicing is graduated: 50% upon approval of production drawings and release to manufacture, 40% upon installation completion and VA acceptance, and 10% upon closeout. The small business supply limitation (50 percent, excluding materials) applies. NAICS code is 238990. Evaluation uses best value determination under simplified acquisition procedures, weighing technical capability, past performance, and price. A mandatory site visit was held September 29, 2026. Quoters must be registered in SAM, verified as certified SDVOSBs in the SBA database, and provide completed VAAR clause 852.219-76 certification.
