a. Will VA Facility Engineering shut down, isolate, disconnect, and, where applicable, depressurize these systems before contractor demolition and ramp installation?

No. Hydraulic hoses shall remain in place and functional during demolition of the existing wooden ramp. Contractor shall use caution while demolishing the ramp in this area.

b. If these utilities conflict with the proposed ramp footprint, is the contractor responsible for protecting or relocating them, or will utility modifications be performed by the Government?

No, the contractor shall not move these systems. The utilities should not conflict with the footprint. The hoses and component pump system is not fixed, and their current placement can be adjusted to meet the requirements of the new ramp footprint.

c. If the utilities must remain in place beneath the new ramp, please clarify whether VA has a required protection method, such as a protective chase/trench, or whether an alternate utility-routing method will be directed by the Government.

Please see response to bullet point b.

55. Based on field observations and measurements obtained during the site walkthrough, the apparent configuration is approximately 100 total linear feet of ramp arranged as two approximately 50-foot runs with two approximately 5-foot x 5-foot platform landings.

a. Please confirm whether offerors should baseline pricing on the following configuration:

· Platform 1 – Building Door Entrance: Approximately 5-foot x 5-foot platform with continuous handrails and one 48-inch-wide aluminum step assembly providing access from the platform to grade.

· Platform 2 – Concrete Dock Junction: Approximately 5-foot x 5-foot platform with continuous perimeter handrails.

Please also clarify whether Platform 2 requires a secondary step assembly to grade, or whether perimeter handrails/platform protection are the only requirements at that location.

Please provide baseline pricing for the system described above. The entire run will be completed by (2) separate runs of aluminum ramps. Final layout(s) and dimensions to be determined during iterative design review.

b. Facility personnel indicated that the final platform locations or ramp configuration may be adjusted before installation. Please confirm whether offerors should use the walkthrough-observed configuration as the pricing baseline, with any subsequent Government-directed changes to be addressed through the applicable contract modification/change-order and equitable-adjustment procedures, as appropriate.

The ramp layout will go through multiple iterations as design documents are reviewed by the project stakeholders and facility leadership. The design and subsequent production drawings are not expected to change appreciably, that would result in significant changes to pricing.

56. In addition to the existing wooden ramp, the concrete dock area includes core-drilled steel guardrails, a double iron swing gate, and concrete entrance stairs. Please confirm whether the required demolition and disposal scope includes:

a. Existing wooden ramp and associated components;

Yes, the existing wooden ramp, anchors, and associated parts are demolished in their entirety.

b. Double iron swing gates and steel guardrails at the dock platform; and No, iron swinging gates to remain.

c. Existing concrete entrance stairs.

No, all concrete stairs to remain. New ramp system shall be designed to land flush with existing grade of the top step at each landing.

For the core-drilled steel guardrail posts, please clarify whether VA requires complete removal below grade/substrate with patching of the resulting cores, or whether flush-cutting at the existing surface with an approved patching method is acceptable.

Flush cutting is acceptable however; remaining tubing must be plugged to prevent water infiltration and damage to concrete incasement.

57. The walkthrough revealed areas of surface cracking, apparent settlement, and expansion-joint separation in the existing concrete adjacent to an open storm-drain trench.

a. What is VA’s preferred or required protocol for installing anchors into the existing concrete slab in this area?

The VA prefers that the installation follow the manufacturer's recommendations for this activity.

b. Is GPR scanning and/or controlled core drilling permitted or required before drilling for ramp anchors?

GPR scanning is permitted. All results shall be published to the COR.

c. If the existing slab is not considered suitable for structural anchorage, please confirm whether the contractor is expected to provide independent concrete pilaster footings/pads and, if so, whether VA will provide design criteria or whether engineered foundation design is required.

The existing slab should be sufficient as it was tested for the installation of the adjacent dock platform system. If the slab is deemed inappropriate for the small ramp system, the solution and follow-on steps will be determined at a later date. It is recommended that the Contractor engage with the manufacturer’s engineering team for that information.

58. The SOW identifies hurricane tie-down features as part of the ramp system. Please confirm whether VA requires site-specific structural calculations and PE-stamped shop drawings as a formal post-award submittal for the ramp system, including the applicable wind-load criteria and anchorage/tie-down design requirements.

The VA will require PE stamped construction drawings. This can be limited to the final approved drawings that will be used for the manufacturing of the system.

If VA has a standard detail, design criterion, or applicable VA engineering requirement governing the tie-down system, please identify the applicable reference for incorporation into the manufacturer’s design/submittal package.

It is recommended that the Contractor engage with the manufacturer’s engineering team for that information.

59. Building 47 is an active refuse/loading area with moving equipment, an adjacent portable scissor lift (“Dockzilla”), and posted operating hours of Monday–Friday, 7:00 AM–3:30 PM (Videos 190 and 203).

a. Will VA relocate or reposition the portable lift prior to contractor mobilization, or should the contractor’s final ramp layout maintain required clearance around its current operating footprint?

The dock platform lift adjacent to the target area will not be deactivated or relocated. The Contractor shall be prepared to perform within the confines of the target area. Final clearance distance from the existing platform will be confirmed by the Contractor with the project engineer.

b. Please confirm whether demolition activities involving concrete saw-cutting, drilling, or similar high-noise work may be performed during the posted 7:00 AM–3:30 PM operating period, or whether such activities must be scheduled during an approved after-hours or weekend window.

Demolition activities may be performed during normal business hours but may not interfere with loading dock operations. All saw cutting and other activities associated with this installation shall be incorporated into a comprehensive workplan (template provided by the VA) that shall be submitted to the project engineer for approval prior to mobilization.
