About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is soliciting proposals for design-build HVAC infrastructure upgrades at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The project involves designing and installing fan coil units (FCUs) to provide adequate cooling in five telecom rooms across different floors of an outpatient clinic building, with all work required to comply with VA Electronic Healthcare Records Modernization (EHRM) Infrastructure standards and Infection Control Risk Assessment (ICRA) requirements. Key contract requirements include site investigations, preparation of design packages at 65%, 95%, and 100% completion stages, coordination with a Designer of Record, compliance with VA Technical Information Library standards, and adherence to Davis-Bacon wage rates for the Adams County area. The evaluation will employ a two-phase design-build selection process, with technical considerations weighted more heavily than price, and proposals will be assessed based on project experience, capability to perform, past performance documentation, technical solution narrative, key personnel qualifications, project schedule, and pricing. The proposal submission deadline is November 7, 2025, at 12:00 PM EST, with a recent amendment issued on October 23, 2025, providing responses to Phase I technical questions.

This solicitation is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with subcontracting limitations requiring that contractors not pay more than 85% of the contract amount to non-certified SDVOSBs or Veteran-Owned Small Businesses (VOSBs). The estimated contract value ranges between $500,000 and $1,000,000, with a maximum project duration of 245 calendar days from notice to proceed. The work encompasses HVAC upgrades in five telecom rooms located on multiple floors of an occupied clinic building, requiring potential after-hours utility shutdowns and disruptive work coordination. Performance and payment bonds will be required, and offerors must be certified in the SBA Veteran Small Business Certification database at proposal submission and throughout contract performance. The project is located at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado 80045, and contractors must coordinate work schedules to maintain facility operations during the construction period.
