About this file
This document is a Department of Veterans Affairs Request for Proposal (RFP) for a design-build construction contract to upgrade HVAC infrastructure at the Rocky Mountain VA Medical Center in Aurora, Colorado. The solicitation (36C77625R0084) is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a project magnitude between $500,000 and $1,000,000. The project involves upgrading HVAC systems in 5 telecom rooms across different floors of an outpatient clinic, including design and installation of ducted fan coil units, connections to existing building systems, and compliance with Infection Control Risk Assessment (ICRA) standards.
The procurement will be executed using a two-phase design-build selection process, with a maximum of five offerors advancing to Phase II. Key submission requirements include detailed project experience, capability to perform, past performance documentation, technical solution narrative, key personnel resumes, project schedule, and pricing. Proposals must be electronically submitted by November 7, 2025, at 12:00 PM EST. The contract will be a firm-fixed-price arrangement, with evaluation factors weighted to prioritize technical considerations over price, and will require performance and payment bonds. Offerors must be certified in the SBA Veteran Small Business Certification database at the time of proposal submission and throughout contract performance.

• Capability as the prime contractor to successfully complete relevant projects of similar size (magnitude equal to or greater than $300,000), scope and complexity to this solicitation.
• Strong technical knowledge and skill required for this solicitation, particularly with respect to HVAC systems in operational critical areas, as well as understanding of upgrade requirements in existing, potentially congested areas that may require avoidance or rerouting of non-project specific elements
• Those offerors not demonstrating these attributes listed below present higher levels of risk and will be less favorably rated. Offerors demonstrating more self-performance (or similarly situated status) will be more favorably rated. NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance (Factor #3). Effective management, problem solving, communication, coordination, and organization with multi-discipline (divisions) of work present lower levels of risk and will be more favorably rated.

Offeror that best demonstrate their past performance on relevant projects in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as renovations and upgrades to MEP systems in existing, critical spaces such as server rooms, data centers or telecom rooms, particularly if the project is under the provisions of a larger initiative such as the VA’s EHRM program. Projects shall have a minimum value of $300,000 and be at least 50% completed. For purposes of this evaluation, a recent project is further defined as projects completed within the past six (6) years of the date of issuance of this RFP. If the Offeror is a Joint Venture (JV), past performance shall be submitted for projects performed by each individual entity, and by the Joint Venture itself, if available. The projects submitted in factor 1 must be the same projects submitted in factor 3.
Evaluation Methodology: Past performance demonstrating higher levels of success and quality on recent and relevant projects similar to this solicitation present lower levels of risk and will be more favorably rated.
Contractors without relevant past performance or for whom past performance information is not available, will be rated neither favorably nor unfavorably on past performance. Past performance evaluations may also be conducted using information obtained from CPARS and any other sources deemed appropriate by the CO. Other sources may include, but are not limited to, inquiries of owner representative(s), Contractor Performance Assessment Reporting
System (CPARS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. The Offeror shall be required to be registered at time of Phase I submission, Phase II submission, and award. An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
2.12 REVIEW REQUIRED REGISTRATION WITH CONTRACTOR
PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS)
As prescribed in Federal Acquisition Regulation (FAR) Part 42.1502(e), the Department of
Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that http://www.dol.gov/vets/vets4212.htm http://www.sam.gov/ exceed $700,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor to be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal
Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance
Information Retrieval System (PPIRS) database, which is available to all Federal agencies.
PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS.
CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS) FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.
Each contractor whose contract award is estimated to exceed $700,000 is required to register with CPARS database at the following web address: http://www.cpars.gov. Help in registering can be obtained by contacting Customer Support Desk @ DSN: 684-1690 or COMM: 207-438-
1690. Registration should occur no later than thirty days after contract award, and must be kept current should there be any change to the contractor’s registered representative.
For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.
Failure to have a current registration in the CPARS database, or to re-assign the report to the
VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.
2.13 BACKGROUND INVESTIGATIONS AND SPECIAL AGREEMENT
CHECKS
All contractor employees are subject to the same level of investigation as VA employees who have access to VA Sensitive Information. The level of background investigation is commensurate with the level of access needed to perform all work as identified in the solicitation documents. This requirement is applicable to all subcontractor personnel requiring the same access. As per VA Directive 0710, costs of background investigations will be borne by the contractor. Please be advised that the awardee will need to coordinate with the VA Medical Center concerning badging requirements.

PROJECT MANAGER
Any reference contained within the solicitation/contract specifications and/or drawings to the “VA
