About this opportunity
The 502d Contracting Squadron, Joint Base San Antonio-Lackland, intends to award a sole-source, firm-fixed-price purchase order to Laser Shot, Inc. for 350 M4 Trainer Weapons for the 535th Training Squadron, with a capability statement response deadline of September 14, 2026. This procurement is restricted to a sole-source acquisition under 10 U.S.C. 3204(a)(1); the notice carries no small business set-aside despite NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) being designated as small business.
Laser Shot holds exclusive proprietary manufacturing and design rights to the M4 Trainer Weapon, acquired from Olympic Arms, Inc., and is the sole manufacturer. Market research confirmed no alternative product meets the 535th Training Squadron's minimum essential requirements: permanent internal design features ensuring ATF-exempt, non-convertible status; 10-part field-strip disassembly mechanics consistent with standard M4 platform training; and compatibility with existing training inventory, technical manuals, and Basic Military Training curriculum. The trainers replicate M4 form factor and handling characteristics while incorporating structural safeguards preventing conversion to functional firearms, including components manufactured below critical tolerances, geometries preventing standard firearm component installation, and a purpose-built non-gun trigger with irreversibly disabling pivot pin design. Devices must be fully assembled, serialized, weigh approximately 6.5 pounds, and be delivered within 60 days of order receipt with a 12-month commercial warranty. Interested parties may submit a capability statement and past performance narrative; parties questioning the NAICS code selection should provide a recommended code with supporting rationale.
Notice text
The 502d Contracting Squadron, Joint Base San Antonio-Lackland (JBSA-Lackland), TX intends to solicit and award a sole-source, firm-fixed-price purchase order to Laser Shot, Inc. under the authority of RFO 6.103-1(a) (10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1)).
This requirement is for three hundred and fifty (350) M4 Trainer Weapons for the 535th Training Squadron at JBSA-Lackland, TX.
Through market research, the Laser Shot M4 Trainer Weapons are determined to be essential to the Government's requirements to maintain absolute instructional continuity and direct compatibility with the existing training inventory, technical manuals, and established Basic Military Training (BMT) curriculum. Laser Shot, Inc. holds the exclusive proprietary manufacturing and design rights for this M4 Trainer Weapon (acquired from Olympic Arms, Inc.), does not utilize authorized resellers or distributors, and is the sole manufacturer of these devices. No other product can meet the training squadron safety and instructional requirements without unacceptable training inconsistencies, duplication of cost, and schedule delays.
The North American Industry Classification System (NAICS) code for this requirement is 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing), with a small business size standard of 1,000 employees. This NAICS code is selected because the M4 Trainer Weapons are structurally inert replica firearms manufactured utilizing actual firearm fabrication processes, tooling, and materials to prevent live-fire conversion. If an interested party believes this NAICS code is incorrect, please provide your recommended NAICS code with a supporting rationale in your response.
This NOTICE OF INTENT is not a Solicitation or a Request for Quote. It is a Government notification of the intent to proceed with a Sole-Source acquisition. However, interested parties who believe they can fulfill this requirement may submit a capability statement and past performance narrative. Submissions must clearly demonstrate the capability to provide inert M4 training weapons that possess the standard 10-part field-strip mechanical disassembly realism and a certified, unrestricted, arms-room-free ATF-exempt training status.
All capability statements must be submitted via email in response to this notice.
