About this file

This is a Statement of Work (SOW) for the manufacture and delivery of M4-style non-weapon trainer devices for the U.S. Air Force 535th Training Squadron at Joint Base San Antonio–Lackland, Texas.

The contractor shall manufacture and deliver 350 M4-style, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)-exempt, permanently non-convertible nonweapon trainer devices. All items must be fully assembled, serialized, and visually and ergonomically representative of the M4 platform to support Basic Military Training (BMT) high-throughput operations. The devices must replicate the exact form, fit, and handling characteristics of the standard military M4 rifle while incorporating critical safety features: no chamber, no functional barrel structure, no rifling, a permanent non-removable solid obstruction blocking the barrel path, and a structurally incompatible bolt and carrier assembly. The lower receiver must not be machined to accept standard military fire-control or automatic components, and the device must include a purpose-built non-gun trigger with anti-walk pin retention. Devices must support basic military field-strip/takedown into major training components and withstand high-volume daily trainee handling, drops, and manual of arms procedures. All items must be brand-new and delivered within 60 days After Receipt of Order (ARO), with a standard commercial warranty of at least 12 months covering defective or damaged units at no cost to the Government. Items must be packaged and shipped as standard commercial goods and comply with ATF Non-Firearm Classification Guidance, OSHA 29 CFR 1910, and standard commercial manufacturing and packaging practices. The contractor shall coordinate all actions through the Contracting Officer and designated Government Project Manager, with a post-award start-up meeting to be conducted within 10 days of award to finalize shipping, scheduling, and government inspection/acceptance procedures.

STATEMENT OF WORK (SOW)

FOR M4-STYLE NON-WEAPON TRAINER WEAPONS

535th Training Squadron JBSA-Lackland, TX

1.0 General Information

1.1 Scope

The contractor shall manufacture and deliver a total of (350) M4-style, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)-exempt, permanently non-convertible, non-weapon trainer devices. These training aids support Basic Military Training (BMT) high-throughput operations at JBSA-Lackland, TX. All items must be delivered fully assembled, serialized, and visually/ergonomically representative of the M4 platform.

1.2 Background

The 535th Training Squadron (TRS) require durable, non-convertible training devices for daily BMT instruction, including weapon handling, manual of arms, takedown/reassembly, and inspection procedures. The existing inventory is insufficient to meet current trainee throughput. These devices must be completely safe for unrestricted trainee use.

1.3 Applicable Documents

The contractor shall comply with the following:

• ATF Non-Firearm Classification Guidance

• OSHA 29 CFR 1910 (General Industry Safety Standards)

• Standard commercial manufacturing and packaging practices

1.4 Restrictions

• Zero Lethality: Absolutely no live-fire capability, no projectile capability, and no structural potential for conversion to a functional firearm.

• Component Restrictions: No hazardous materials or live firearm components (except the standard trigger/trigger-spring assembly, if applicable for training replication) are permitted.

• Shipping Classification: Items must be packaged and shipped as standard commercial goods (non-weapons).

2.0 Schedule & Coordination

2.1 Contract Management

The contractor shall coordinate all actions through the Contracting Officer (CO) and the designated Government Project Manager (PM). No manufacturing or shipping shall commence without written authorization from the CO.

2.2 Work Hours and Special Conditions

Manufacturing and preparation shall occur at the contractor's facility. Government acceptance and delivery shall occur during normal duty hours (Monday through Friday, excluding federal holidays).

2.3 Place of Performance & Deliverables

The contractor shall deliver the items to the designated JBSA-Lackland locations.

Deliveries must be split and shipped directly to the respective consignees as detailed below:

CLIN Quantity Description Consignee / Delivery Address

0001B 350 EA M4-Style Trainer Weapons 535th Training Squadron, JBSA-Lackland, TX 78236

2.4 Start-Up Meeting

A post-award start-up meeting (virtual or in-person) shall be conducted within 10 days of award to finalize shipping, scheduling, and government inspection/acceptance procedures.

3.0 Technical Requirements & Salient Characteristics

The training devices must replicate the exact form, fit, and handling characteristics of the standard military M4 rifle.

3.1 Non-Weapon Construction & De-militarization

• Receiver & Chamber: No chamber, no functional barrel structure, and no rifling.

• Bore Obstruction: A permanent, non-removable solid obstruction must block the barrel path to prevent the loading or insertion of ammunition.

• Receiver Design: Lower receiver must not be machined to accept standard military fire-control or automatic components.

• Trigger: Equipped with a purpose-built, non-gun trigger utilizing anti-walk pin retention.

• Bolt Assembly: Bolt and carrier assemblies must be structurally incompatible with functional M4 firearm parts.

3.2 Anti-Conversion Safeguards

• Destructive Paths: Structural features must prevent the installation of operational firearm receivers or parts. If any modification is attempted, material-removal design paths must cause the device to permanently deform or disable.

3.3 Training Function & Durability

• Takedown: Devices must support basic military field-strip/takedown into major training components (upper/lower receivers, handguards, bolt carrier group mockup).

• Durability: Built to withstand high-volume, daily trainee handling, drops, manual of arms, and physical inspection procedures.

• Condition: All delivered items must be of brand-new manufacture.

3.4 Delivery & Warranty

• Timeframe: Delivery shall be completed within 60 days After Receipt of Order (ARO).

• Warranty: The contractor shall provide a standard commercial warranty of at least twelve (12) months. Any unit found defective or damaged within this window shall be replaced at no cost to the Government.

4.0 Contractor & Security Requirements

4.1 Contractor Responsibilities

The contractor shall provide all tooling, materials, labor, permits, and transportation required to manufacture, safely package (preventing scuffs or transit damage), and deliver the 350 units.

4.2 Security & Base Access

This requirement is unclassified. Delivery personnel must comply with standard Joint Base San Antonio (JBSA) commercial gate-access procedures, including vehicle inspection and background checks. No security clearances or government property storage are required.
