About this opportunity
The 55th Contracting Squadron at Offutt Air Force Base is seeking a single contractor to provide meal services to the 49th Intelligence Squadron under a Blanket Purchase Agreement (BPA). The procurement includes breakfast, lunch, and dinner meals in standard, vegan, and gluten-free options, with all meals meeting specific nutritional guidelines (500-800 calories for breakfast; 800-1,000 calories for lunch and dinner) and emphasizing whole-food, minimally processed options. The contractor must be capable of delivering meals within specified 30-minute delivery windows upon 15 days' notice, with availability required 24 hours per day, seven days per week during winter operations from October through April. Key qualifications include SAM registration, small business certification, employment of a ServSafe-certified kitchen manager, compliance with Offutt AFB security requirements, and ability to accommodate dietary restrictions provided 15 calendar days in advance. The pre-solicitation closing response date is April 24, 2026, with oral solicitations to be issued within two weeks of the response deadline. Interested vendors should contact A1C Hunter Hendrix or SSgt Eyvind Boyesen to be included in the subsequent oral solicitation process.
This opportunity is designated as a 100% Total Small Business Set-Aside, restricting competition to certified small business concerns. The BPA will have a five-year ordering period from the date of award through April 30, 2031, with a $25,000 per-call limitation and a $350,000 total lifetime value cap, though the government is obligated only to the extent of actual calls made. Pricing will be determined on a per-person-per-day basis for three meals, with all charges including fuel, delivery, setup, and labor rolled into the overall price and confirmed for 12 months covering six four-day events. The contracting officer anticipates serving approximately 40-50 Traditional Reservists during bi-monthly Inactive Duty Training/Unit Training Assembly super drill weekends consisting of four consecutive days. Payment will be made via Government Purchase Card upon delivery, inspection, and acceptance, with no advance payments permitted. The primary point of contact for statement of need information is CMSgt Dana C. Sandoval at 402-232-7666 or dana.sandoval@us.af.mil.
