About this opportunity

The Air Force 49th Contracting Squadron at Holloman Air Force Base, New Mexico issued a Notice of Intent to Sole Source on August 27, 2026 for a video surveillance system upgrade to Building 782, with a capability statement deadline of September 2, 2026 at 2:00 PM MDT. The Government intends to award a firm-fixed-price purchase order to Inter-Pacific Inc. (CAGE 3A4G3), a small business, with an anticipated award date of September 8, 2026.

The upgrade extends the surveillance systems currently installed in Buildings 221, 1081, and 878 and comprises one AXIS Camera Station S9302 Workstation, one 50-inch flat screen monitor with mount, two 8-gigabit managed switches with 2-port SFP capability, two single-mode SFP fiber optic transceivers, one 1,000-foot roll of Cat6 cable, and installation services. The estimated contract value is $10,985.00.

The sole source justification rests on 10 U.S.C. 3204(a)(1), with warranty protection as the controlling factor. Inter-Pacific's installation warranty covers equipment and labor only when the system is serviced, altered, and maintained exclusively by Inter-Pacific's service department; using an alternate vendor would void warranty on existing equipment. Market research confirmed multiple vendors are capable of surveillance installation, but no vendor other than Inter-Pacific is authorized to extend warranty services or repair Inter-Pacific's proprietary equipment.

Despite the sole source intent, the Government invites all responsible sources to submit capability statements, bids, proposals, or quotations by September 2, 2026 and retains discretion to compete the action based on responses received. Submit materials electronically to SSgt David McKinney (david.mckinney.9@us.af.mil) or Brett T. Moore (brett.moore.6@us.af.mil).
