About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated May 2026.

The Air Force 49th Contracting Squadron/PKA seeks to award a delivery order on a sole source basis to Inter-Pacific for a video surveillance system upgrade to Building 782. The requirement is an extension of surveillance systems previously installed in Buildings 221, 1081, and 878 for the 49th Communications Squadron in fiscal year 2025. The installation package comprises one AXIS Camera Station S9302 Workstation, one 50-inch flat screen monitor with mount, two 8-gigabit managed switches with 2-port SFP capability at 130W 802.at power, two single-mode SFP fiber optic transceivers, one 1,000-foot roll of Cat6 cable, and installation services. The estimated contract value is $10,985.00 at a firm fixed price. The sole source justification is based on 10 U.S.C. 3204(a)(1), citing warranty protection as the controlling factor. Inter-Pacific's installation warranty conditions equipment and labor coverage on the system being serviced, altered, and maintained exclusively by Inter-Pacific's service department; using an alternate vendor would void the warranty on existing equipment. Market research confirmed multiple vendors are capable of performing surveillance installation work, but no vendor other than Inter-Pacific is authorized to extend warranty services or repair Inter-Pacific's proprietary equipment. The document indicates that future holistic upgrades to the surveillance suite would be pursued through full and open competition.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: ACC Contracting Activity: 49th Contracting Squadron/PKA

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a Delivery Order on a sole source basis to Inter-Pacific for a video surveillance system upgrade to Building 782. This request will be an extension to the currently installed surveillance system in Buildings 221, 1081, and 878 in support of the existing surveillance installation for the 49th Communications Squadron. This justification is made on individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The requirement is an installation package that is comprised of the following commodities: 1 A1XIS Camera Station S9302 Workstation (02692-004), 1-50" Flat Screen Monitor with Mount, 2-8 Gigabit ports Managed Switches with 2 port SPF, 130W 802.at, 2-Single Mode SFP Fiber Optic Transceivers, 1-Cat6 Cable 1000' Roll, 1-Installation. Estimated value for this delivery order is $10,985.00 at a firm fixed price.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The request is a sole source because of warranty protection. Under the terms of Inter-Pacific's installation warranty, coverage of equipment/labor is conditioned on the system being serviced, altered, and maintained only by Inter- Pacific's Service department. Inter-Pacific installed a surveillance system package for the 49th Communications Squadron (FY25) in Buildings 221,1081, and 878. Using a different vendor to extend the surveillance to Building 782 would void the warranty the existing equipment . This acquisition does not run the risk of vendor lock, as there are vendors that are capable of installing surveillance packages for different organizations.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

The requesting organization received a quote from the vendor, "Inter-Pacific", . During market research, a search was conducted on DSBS, confirming multiple vendors can perform the requirement, but no vendor is authorized to perform services/extend warranty services under Inter-Pacific.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

If a different vendor is used to extend the surveillance to Building 782, the warranty to the existing equipment will be voided. . Inter-Pacific also uses

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Should the 49th Communications Squadron require a holistic upgrade to the aforementioned surveillance suite, full and open competition will be used to satisfy the requirement.
