About this opportunity

Brookhaven Science Associates (BSA), under the Department of Energy Office of Science, is conducting market research to identify potential sources for a Dectris PILATUS4 CdTe Detector for the NSLS-II XPD beamline. This Sources Sought Notice is the initial step in a competitive acquisition process for procuring one scientific detector with specific technical requirements, including a 368.4 mm x 389.1 mm active area, 400Hz framerate, and full bit depth capabilities. Interested respondents are invited to submit a Statement of Capabilities (SOC) electronically, demonstrating their ability to meet the outlined requirements in the draft Statement of Work. Responses must include company details, SAM Unique Entity Identification number, point of contact information, business size classification, and confirmation of the instrument's commercial product status. The submission deadline is April 30, 2025, with BSA reserving the right to consider a small business set-aside based on the responses received.

The pre-solicitation notice uses NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. The procurement involves a detector with associated equipment including a detector server, chiller, and accessories, with a anticipated delivery timeline of 18 months from order. While no specific award value is mentioned, the procurement requires factory testing, delivery and commissioning at the NSLS-II facility, provision of operating manuals, compliance with facility IT policies, and includes a one-year warranty from site acceptance testing. The notice emphasizes that this is a market research effort and not a formal solicitation, and any costs incurred by respondents will not be reimbursed by BSA. Potential sources are encouraged to demonstrate their capability to provide the specialized scientific instrumentation, with particular attention to the detailed technical specifications outlined in the draft Statement of Work.
