About this opportunity
The 700th Contracting Squadron at Ramstein Air Base, Germany seeks to award a Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract for Human Performance Optimization services to the 435th Air Ground Operations Wing, with quotations due August 12, 2026 at 1:00 p.m. local time. This is an unrestricted commercial acquisition using FAR Part 12 procedures; no small business set-asides apply.
Performance runs September 17, 2026 through September 16, 2031, with a potential six-month extension. Place of performance is Ramstein Air Base and Vilseck Barracks, Germany. The contractor shall provide up to 3 Certified Strength and Conditioning Specialists (CSCS), up to 1 Licensed Clinical Social Worker (LCSW), up to 2 Physical Therapists-Specialized, and 1 Operational Psychologist annually, with a maximum of 35 total positions across the contract term. The majority of personnel perform on-site at Ramstein AB; one CSCS position may be stationed remotely at Vilseck. All services are performed Monday through Friday, 0730–1630 local time, excluding U.S. federal holidays.
The Operational Psychologist must hold an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance throughout performance and requires a facility security clearance at the prime contractor level. All personnel must obtain base access credentials, Common Access Cards, restricted area badges, and pass Tier 1 background investigations during a 30-day phase-in period prior to performance. Individual professional credentials (CSCS from NSCA or equivalent, PT doctorate with state licensure, LCSW with master's degree, OP with doctoral degree and four years DoD experience) are required and rated more favorably than representative evidence. NAICS code 621399, PSC Q201.
Offerors submit three volumes: technical capability (maximum 8 pages including 4-page management approach and accreditations), past performance (up to 4 questionnaires for contracts within the last five years), and pricing worksheet in Excel. Pricing uses Firm-Fixed Price and must be submitted in USD or home-country currency, exclusive of Value Added Tax. Evaluation prioritizes technical capability (most important), followed by price and past performance. Questions were due July 31; the offer due date was amended August 3 to August 12.
