About this file

This is an Amendment 0001 Questions and Answers document for solicitation FA561326Q0006 for 435th Air Ground Operations Wing (AGOW) Human Performance Optimization (HPO) Services. The Q&A clarifies requirements and updates related to the underlying Request for Quotation issued by the 700th Contracting Squadron at Ramstein Air Base, Germany.

Key clarifications include: the majority of contracted personnel will perform duties on-site at Ramstein Air Base with one Certified Strength and Conditioning Specialist (CSCS) positioned remotely at Vilseck, Bavaria; accreditation or credential documentation must be provided for each proposed position, with individual credentials rated more favorably than representative evidence; Troop Care Status Accreditation (TCSA) applies to all positions, with final review pending job descriptions; installation access processing timelines range from 1-2 weeks for German and U.S. citizens to 4-6 weeks for other nationals, with Government processing delays not constituting contractor performance deficiencies; a 30-day phase-in/transition period precedes contract performance, during which all credentialing, privileging, base access, and training must be completed; the Operational Psychologist must hold an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance prior to performance; travel will not exceed four days per quarter under CLIN 0005 (Training & Travel), with the Not-to-Exceed amount established at task order issuance; contractor program manager costs should be appropriately priced but not as a separate CLIN; and all costs related to host nation employment laws and compliance must be included in pricing. The document provides guidance on proposal submission formats, facility security clearance requirements, pricing worksheets, and confirms representations and certifications should be submitted in the vendor's SAM profile or as a separate labeled file if not located there.

Would the Government please clarify ILS eligibility as it relates to the labor categories under this contract? Specifically, is the Government indicating that personnel performing this contract are not eligible to apply for ILS privileges unless they are serving in the Licensed Practical Nurse labor category?See Q4 & AnswerN/A

Would the Government consider a 90-day phase-in period to allow sufficient time for personnel accreditation and transition activities? The Government will assess the need for a longer phase in period once the IDIQ is awarded due to "The Government's objective is to award the IDIQ prior to the start date of 17 September 2026; however, the Government may require a later start due to end of fiscal year constraints. In this case, the Government reserves the right to adjust the IDIQ's ordering period accordingly (along with any affected clauses), including beginning performance/ordering after 1 October 2027." However, for evaluation purposes, the vendor shall price and plan for 30 days.No
Q20DD254Attachment 4 (DD Form 254), Block 1a, states the required facility security clearance (FCL) is Top Secret. In the Government’s consolidated responses to the prior solicitation (response to Question 2), the Government stated that the performance location is not a restricted area and that no facility clearance is required for the site. Our understanding of ISOO–SBA Joint Notice, 5 October 2023 (issued with DoD/DCSA-NISP) — an unpopulated small-business JV does not need its own FCL so long as the member(s) performing the classified work hold the requisite FCL. The managing member must hold an FCL only when a clearance is necessary to perform the contract's "primary and vital" requirements; where the classified work is ancillary (as here — the program is primarily unclassified HPO), only the member performing that work must be cleared. Is this the understanding of the contracting office? An FCL (Facility Security Clearance) is not required for all contractors — it is only required when a contractor will have access to classified information as part of a government contract.

An FCL is required for Classified contracts, If personnel working for a contractor need access to classified information (e.g., Secret, Top Secret, or TS/SCI) to perform their duties, the contractor’s legal entity must hold an FCL commensurate with the highest classification level required.

Subcontracting or joint ventures, If a subcontractor or joint venture will be provided classified information during the bid phase or performance, an FCL is required.

Safeguarding requirements, If the contractor will safeguard classified information at their location, they must have an FCL and obtain government approval for safeguarding.

The PWS was updated to add the red text from Column D.
Q21DD254Will the Government confirm whether the prime contractor must hold a Top Secret FCL for this requirement, or whether the DD Form 254 could be held by a subcontractor who manages cleared positions since the Operational Psychologist on requires access to and will not manage classified information?See Q20No
Q22DD254Is the DD Form 254 required to be completed and submitted with the proposal? No; however, the Government updated the Pricing Worksheet to include the required information that must be submitted.Pricing Worksheet has been updated.
Q23SF 1449Section M, Sub-factor 2 (Accreditations and Certifications) directs offerors to provide evidence of the required accreditations and certifications for each proposed position, but does not state the form that evidence should take or where it should be included in the proposal. Please confirm the Government’s preferred format for this evidence — for example, a credential summary table, copies of the certificates and licenses, or a credentials matrix keyed to each position — and where it should be placed: within the eight-page Volume I, as an appendix to Volume I, or as a separate attachment submitted outside the Volume I page limit. The Government does not have a preferred format for the accrediations and credentials; all examples will suffice. It shall be placed within the eight-page Volume I as one (1) entire PDF or Word Document as stated on page 26 of the SF 1449.No
Q24SF 1449The PWS stations one CSCS at Vilseck. Please confirm whether Vilseck performance is required in the base ordering year or is contingent on a future task order. The Ramstein position will take priority if only one CSCS is funded. The PWS was updated to add the red text from Column D.
Q25SF 1449Relocation costs are significant for positions that must be filled from outside the local area, and pricing them into the monthly labor rate raises the price of every position for the full period of performance. Would the Government consider adding a separate, relocation CLIN (or a not-to-exceed line under the Training & Travel CLIN), invoiced only if a position cannot be filled with a locally available candidate, so that relocation is not embedded in every labor rate? Typically, the Government authorizes $25,000.00 per relocation.NoNo
Q26SF 1449Will the Government pay for tuition? If so, will the Government add a separate CLIN for tuition so it doesn’t have to be build into the monthly labor rate which raises the price of every position for the full period of performance?IAW PWS Section 5.11, the Government will not pay for tutition as directed by AEA 600-700No
Q27SF 1449The Quotation Preparation Instructions direct offerors to submit Volume I (Technical), Volume II (Past Performance), and Volume III (Pricing Worksheet). Please confirm where the offeror should submit the signed SF 1449 and the completed Representations and Certifications (FAR 52.212-3 and the solicitation-specific representations, e.g., DFARS 252.204-7017, 252.225-7055, and 252.225-7059) — for example, as a separate labeled file, such as an Administrative Volume, alongside the three volumes, or appended to a specific volume, as well as the accreditations/certifications of candidates. The Government does not require vendors to submit the signed SF 1449 or the completed Representations and Certifications as long as as the solicitation-specific representations are filled out in the vendor's SAM profile. If those representations are not located in the vendor's SAM profile, please submit the SF 1449 with the completed Representations and Certifications as a seperate labeled file exclusive of the other three volumes. The SF 1449, Section L, was updated to add the red text from Column D.
