About this opportunity
The Department of Veterans Affairs Network Contracting Office 21 intends to award a sole source firm fixed price contract to Omnicell Inc for preventative maintenance services for Omnicell equipment at the VA Pacific Islands Health Care System, specifically at the Daniel Kahikina Akaka VA Clinic in Kapolei, Hawaii. This procurement falls under NAICS code 811210 with a size standard of $34 million and is justified under 41 USC A3304(a)(1) as implemented by FAR 6.302-1, indicating only one responsible source can satisfy the agency requirements. The maintenance services will include ongoing repair, replacement parts, software upgrades, 24/7 telephone support, on-site support, and remote diagnostic capabilities through Omnicell's Support Service Plan. Companies believing they can provide full preventative maintenance services must submit capability statements to parmpreet.pannu@va.gov by June 17, 2025, at 12 p.m. PST, referencing solicitation number 36C26125Q0487. Responses must include eight specific elements including socioeconomic status, DUNS/CAGE codes, experience with similar requirements, project lists, teaming arrangements, GSA contract numbers, authorization letter from Omnicell Inc, and pricing information.
This procurement does not utilize any set-aside designations and is currently structured as a sole source award to Omnicell Inc, which appears to be both the equipment manufacturer and intended service provider. The contract performance period is scheduled from April 17, 2025, to April 16, 2026, representing a one-year maintenance agreement. While no specific contract value is disclosed in the notice, the NAICS size standard of $34 million provides context for the scale of eligible contractors. All responding contractors must maintain current registration in the System for Award Management (SAM), and any Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) firms must be VetCert certified by the SBA. The government retains sole discretion to determine whether to compete this procurement based on the responses received, though the current intent is to proceed with the sole source award to Omnicell Inc.
