About this opportunity
Fermi National Accelerator Laboratory (Fermilab), operating under the Department of Energy, is procuring 36 units of 4 1/16" coaxial dual directional couplers for a 325 MHz system through this Request for Proposal (RFP 375295RLP). The couplers must meet stringent technical specifications including a center frequency of 325 MHz, 5 MHz bandwidth, 20 kW continuous wave power handling capability, 50 +/- 0.5 dB coupling, and 35 dB directivity, along with precise electrical and mechanical parameters detailed in the solicitation documents. Critical requirements include the ability to sustain small differential air pressure to maintain acceptable levels of non-ionizing radiation around RF distribution lines, with minimal cross-talk between ports for diagnostic purposes and external or replaceable internal terminations to facilitate repair and maintenance. The procurement will employ a best value source selection method, with award going to the lowest-priced technically acceptable offeror, and Fermilab intends to make the award without discussions. Proposals are due by 5:00 PM Central Standard Time on November 7, 2025, and must include completed SARC and PUR-466 forms along with serialized units, calibration information, and S-Matrix data.
This solicitation has no set-aside designation and carries no identified incumbent contractor. The estimated contract value is not explicitly stated in the available documentation, though the PUR-466 certification form indicates tiered requirements based on proposal thresholds of $10,000, $150,000, and $550,000. Vendors must deliver all 36 units within 20 weeks after receipt of order, with shipment directed to Fermilab Receiving Warehouse 2 in Batavia, Illinois 60510. The procurement falls under NAICS code 334419 (Other Electronic Component Manufacturing) and PSC code 5999 (Miscellaneous Electrical and Electronic Components), indicating this is a specialized technical procurement requiring expertise in RF component design and manufacturing. Offerors must comply with all applicable federal acquisition regulations, export control requirements, and certifications outlined in the General Terms and Conditions provided by Fermi Forward Discovery Group, LLC, the administrative entity managing this procurement on behalf of DOE.

Update #2 · Latest ·
Please provide a proposal that meets specification requirements outlined in document RFP 375295RLP and include completed accompany documents: SARC and PUR-466.
UPDATE 10/31/2025:
Fermilab needs couplers to sustain small differential air pressure. This will ensure that there are acceptable levels of non-ionizing radiation around the RF distribution lines after constructed or modified.
Fermilab expects the RF distribution to run fully reflected from the cavity. Cross talk between ports during operation must be limited for diagnostic purposes.
The procurement of the fixed transmission line has not begun, no commitment to brand at this time.
Fermilab has found that the termination is the most delicate part of the directional coupler. Previous replacements have occurred in the past. Having an external termination makes repair process easier. An acceptable option would be an internal termination that could be replaced in house, in the event of failure.
