About this opportunity

The Department of the Air Force Air Education and Training Command seeks laundry and dry-cleaning services for the 37 Tactical Response Squadron Combat Weapons Flight at Joint Base San Antonio, Lackland, Texas, with quotes due September 8, 2026. The procurement is a 100 percent small business set-aside limited to NAICS Code 812320 (Drycleaning and Laundry Services except Coin-Operated).

Place of performance is Building 930, JBSA Lackland, San Antonio, Texas 78236. The contractor must safely handle, segregate, and sanitize lead-contaminated uniforms, personal clothing, and protective gear worn during combat weapons training. All bulk laundry is assumed to be lead-contaminated and must be processed under OSHA 1910.1025 lead-decontamination protocols with monthly compliance certification required. Personnel must be trained and certified in OSHA Hazard Communication (29 CFR 1910.1200 and 1910.1025) and Personal Protective Equipment procedures. The processing facility must hold all required TCEQ and EPA wastewater discharge permits. Service includes twice-weekly pickups and deliveries on Tuesdays and Thursdays between 7:00 AM and 5:00 PM, with two contractor-provided mobile laundry bins (minimum 200-pound capacity). Bulk laundry baseline is 1,000 pounds monthly with fluctuations up to 115 percent; summer volume increases 15 to 20 percent above baseline, while holiday periods decrease volume 25 to 35 percent below baseline.

The contract structure is five one-year periods from September 15, 2026 through September 14, 2031, with an optional six-month extension. Performance thresholds include zero schedule deviations, no more than two validated cleanliness defects monthly, 100 percent compliance with lead contamination separation protocols, and 98 percent accuracy in weight and count documentation. Award uses a Lowest Priced, Technically Acceptable (LPTA) approach evaluating Management Plan and Contingency & Utility Outage Plan as technical factors. Service Contract Act Wage Determination No. 2015-5253 (Bexar County, Texas, Revision 31) applies. Questions were due August 27, 2026. Amendment issued September 3, 2026 extended the quote deadline from September 3 to September 8 and revised all performance period start and end dates forward by one week.
