About this file

This is a Questions and Answers document for a federal laundry services contract at JBSA Lackland, Texas. The cutoff date for contractor questions was 12:00 pm CST on August 27, 2026.

The contract is structured as a Firm Fixed Price (FFP) agreement with a monthly baseline of 1,000 pounds. Offerors must submit a single monthly rate for each Contract Line-Item Number (CLIN) rather than individual unit prices per pound or item. Pricing must comply with Service Contract Act (SCA) Wage Determination No. 2015-5253 (Bexar County, TX), Revision 31, requiring minimum hourly wages and fringe benefits under DOL category 16000 for Laundry, Dry Cleaning, Pressing and Related Occupations. The contractor must assume 100% of bulk laundry from the Combat Weapons Flight is lead-contaminated and process it under lead-decontamination protocols meeting OSHA 1910.1025 standards, with monthly certification of compliance required. All wastewaters must comply with EPA and Texas Commission on Environmental Quality (TCEQ) regulations. The contractor must provide two mobile laundry bins with wheels capable of holding a minimum of 200 pounds, with optional lids. Personnel must be trained and certified in OSHA Hazard Communication (29 CFR 1910.1200 and 1910.1025) and Personal Protective Equipment (PPE) procedures. The physical processing facility must possess all required TCEQ and EPA wastewater discharge permits. Contract performance involves seasonal volume fluctuations: summer trainee surges (June-August) increase volume 15%-20% above baseline, while holiday periods (mid-December to early January) decrease volume 25%-35% below baseline. A five to ten business-day onboarding and badging period will follow contract award, with actual physical laundry operations commencing thereafter on a 12-month performance schedule. Standard FAR minimum insurance coverages are required, including Workers' Compensation ($100,000), Employer's Liability ($100,000), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000/$500,000 bodily injury and property damage). This is a new requirement with no historical usage data available.

QUESTIONS & ANSWERS:

Cutoff date for contractor questions is 12:00 pm CST, 27 August 2026.

Question 1: Estimated quantities / pricing schedule: The RFQ states that we cannot modify the estimated quantities and that we need to price every line item, but I’m not seeing the estimated quantities or pricing schedule in the posted documents. The SF1449 just references “See Schedule.” Can you please provide the estimated quantities and pricing schedule or let me know where I can find them on SAM.gov?

Government Response: This is a Firm Fixed Price contract, with a monthly invoice and therefore no individual item pricing shall be allowed. The monthly baseline will be 1000 lbs.

Question 2: Pricing structure: How would you like this requirement priced? Are you looking for a price per pound for bulk laundry and per-piece pricing for the piece laundry/dry cleaning, or a firm-fixed monthly price? I just want to make sure our Price List matches how the Government intends to evaluate the quotes.

Government Response: The contract schedule is structured around a Firm-Fixed-Price (FFP) monthly rate. The tracking weights and counts detailed in PWS Sections 2.2 and 2.3 are intended solely for tracking, reporting, and accountability purposes to ensure billing integrity. Offerors should submit a single monthly rate for each Contract Line-Item Number (CLIN) on the pricing schedule, not individual unit prices per pound or item.

Question 3: SCA wage determination: Can you please confirm which DOL wage determination applies to this requirement? I want to make sure we’re building our labor pricing using the correct rates.

Government Response: For the 37 TRSS Laundry and Dry-Cleaning Services contract at JBSA Lackland (Bexar County, Texas), your pricing must comply with the Service Contract Act (SCA) Wage Determination mandated in the solicitation. You are legally required to pay your personnel at or above the minimum hourly wages and fringe benefits designated under the Department of Labor (DOL) category 16000: Laundry, Dry Cleaning, Pressing and Related Occupations.

SCA Wage Determination No. 2015-5253 (Bexar County, TX), Revision 31, is attached to the solicitation.

Question 4: Previous contract / usage: Is this a new requirement or a follow-on to an existing contract? If there is any previous usage information available, such as pounds processed or piece counts, would you be able to provide that as well? That would help us price the requirement more accurately.

Government Response: Yes, this is a new requirement, and consequently there is no historical data for these required services.

Question 5: Lead contamination: Can you clarify whether the bulk items are considered lead-contaminated and require specific lead/hazardous-material handling and wastewater procedures, or if they are considered normal training-soiled laundry that just requires additional care? Also, is any type of decontamination verification testing required?

Government Response: Offerors shall assume that 100% of the bulk laundry collected from the Combat Weapons Flight (CWF) is lead-contaminated and must be processed under lead-decontamination protocols.

Standards: The contractor must utilize industry-standard lead-removal laundry detergents and techniques (e.g., meeting OSHA 1910.1025 lead standards).

Testing: Residual lead testing is not mandated for every batch; however, the contractor must provide a monthly certification of compliance stating that lead-decontamination protocols were executed.

Disposal: All wastewaters must be disposed of in strict accordance with local, state, and federal environmental laws (specifically EPA and Texas Commission on Environmental Quality (TCEQ) regulations).

Question 6: Dry cleaning vs. laundering: Can you clarify which items specifically require dry cleaning versus standard laundering, particularly the civilian shirts, pants, and jackets listed under TE-1? I want to make sure we’re accounting for the correct processing method and turnaround time.

Government Response: All items will be standard laundering or dry cleaned by specifications.

Question 7: 90% weight-return requirement: I also wanted to clarify the 90% weight-return requirement. Clean laundry may naturally weigh less than soiled laundry once soil and moisture are removed. For actual shortages or lost items, will the Government primarily use items count rather than weight to determine whether something is missing?

Government Response: PWS Section 2.2 states: "Any discrepancy in weight beyond 90% (+/- 2.5%) return of clean laundry... shall be annotated." This metric specifically accounts for soil/moisture weight loss. For missing or lost property, the Government will use item count (individual tracking tickets per PWS Section 2.1) to determine inventory shortages, rather than bulk weight.

Question 8: Start-up / base access: With quotes due September 1 and performance beginning September 8, do you have an anticipated award date? Will there be any phase-in period? Also, approximately how long does base access, badging, and vehicle authorization normally take at Lackland? I want to make sure we have everything lined up and are ready to perform from day one.

Government Response: The award date is contingent upon the availability of government funding. To ensure a realistic and equitable transition, the Government is establishing a relative milestone schedule based on Days After Contract Award (DACA).

JBSA Lackland, TX 37 TRSS CATM Laundry Services

A formal administrative onboarding, badging, and mobilization phase will commence on one (1) business day following Contract Award. Actual physical performance (collection and laundering of items) will begin on the first business day following the successful completion of the Post- Award Kickoff Meeting and the physical issuance of initial base access badges to primary contractor personnel. The onboarding and badging period is estimated to take five (5) to ten (10) business days following Contract Award. Offerors shall formulate their pricing schedules based on a 12-month period of performance, beginning upon the formal commencement of physical laundry operations.

Question 9: QASP: Will the Quality Assurance Surveillance Plan be provided to offerors before quotes are due?

Government Response: The QASP is a government-monitoring tool and is not typically published as a bidding document. However, the performance metrics, thresholds, and surveillance methods are fully detailed in the Service Summary (PWS Section 3.4), which mirrors the QASP evaluation criteria.

Question 10: Whether there are seasonal or training-cycle periods when laundry volume increases significantly.

Government Response: While basic and technical training occurs year-round, offerors must account for predictable seasonal fluctuations and training-cycle surges. Historically, laundry volume varies as follows:

1. Summer Trainee Surges (June – August): Anticipate a volume increase of approximately 15% to 20% above the baseline monthly average due to increased student throughput.

2. Holiday Operations (Mid-December – Early January): Anticipate a volume decrease of approximately 25% to 35% below the baseline monthly average due to Holiday Block Leave and reduced training schedules.

3. Base Events / Exercises: Short-term, localized surges may occur in conjunction with major base training exercises or compressed graduation schedules.

Offerors must factor these historical fluctuations into their proposed monthly FFP rate. The monthly rate remains a flat, fixed rate and will not be adjusted for standard seasonal peaks and valleys.

Question 11: Please identify all protective gear and other articles expected to be processed that are not listed in Technical Exhibit 1, including the applicable cleaning, packaging, and anticipated quantity requirements.

Government Response: Technical Exhibit 1 represents the comprehensive roster of anticipated items. However, if minor ad-hoc protective gear (such as specialized tactical gloves or non-standard ballistic carrier components) requires processing, they must be cleaned in accordance with standard manufacturer care labels, packaged in clear sealed plastic, and will be accounted

JBSA Lackland, TX 37 TRSS CATM Laundry Services for under the piece laundry or dry-cleaning tracking metrics. No significant unlisted quantities are anticipated.

Question 12: PWS Section 2.2 references a clean-laundry return weight of “90% (+/- 2.5%),” while the Service Summary requires 98% accuracy of documented weights and tickets. Please clarify the required weight-return and documentation thresholds.

Government Response: The PWS clearly contains both figures in separate sections, and they refer to different metrics.

Section 2.2 (Discrepancies): Mentions, "Any discrepancy in weight beyond 90% (+/- 2.5%) return of clean laundry versus soiled laundry shall be annotated..." This refers to the expected physical weight difference after cleaning.

Section 3.4 (Service Summary): Requires "98% accuracy of documented weights and tickets per month." This is an administrative performance threshold for paperwork.

These are two distinct requirements: one for the physical laundry weight and one for the accuracy of the tracking documentation.

Question 13: R-DFARS 252.237-7015, Loss or Damage (Weight of Articles), contains blank entries for the Government’s value per pound and the maximum allowable weight-loss percentage. Please provide the applicable figures.

Government Response: Refer to TE1 items are listed with estimate weight.

Question 14: PWS Section 2.1 states that the two contractor-provided mobile laundry bins must have wheels and includes the phrase “no lid mandatory required.” Please confirm whether the bins must be lidless or whether lids are optional.

Government Response: The lids on the laundry bins are optional. The key requirements are that the bins have wheels and can hold a minimum of 200 pounds.

Question 15: The solicitation states that the contractor must provide appropriately licensed or certified personnel. Please identify the specific licenses, certifications, training, or facility credentials required for this work.

Government Response: Because items are subject to lead contamination from Combat Arms Training and Maintenance (CATM) operations, the contractor must provide personnel trained and certified in hazardous material/safety protocols

OSHA Hazard Communication Training: Personnel handling heavily soiled range gear must be trained under OSHA 29 CFR 1910.1200 (Hazard Communication) and 29 CFR 1910.1025 (Lead Standard) to safely handle, segregate, and sanitize lead-contaminated items

JBSA Lackland, TX 37 TRSS CATM Laundry Services

PPE & Safe Handling Procedures: Staff must be trained in the correct use of Personal Protective Equipment (PPE) to prevent occupational exposure to lead dust during sorting, loading, and cleaning processes.

Physical processing facility must possess all required TCEQ and EPA wastewater discharge permits.

Question 16: Are there any minimum insurance requirements beyond the vehicle liability insurance required by Texas law?

Government Response: Because this contract will involve the contractor entering JBSA Lackland to collect and deliver laundry, RFO 52.228-5 "Insurance - Work on a Government Installation" and RFO 28.307-2 “Liability” mandates specific minimum insurance coverages for work performed on military installations.

The standard FAR minimum insurance coverages (e.g., Workers' Compensation: $100,000;

Employer's Liability: $100,000; General Liability: $500,000 per occurrence; Automobile Liability: $200,000/$500,000 bodily injury, $200,000 property damage).
