About this file
This is a Performance Work Statement (PWS) for laundry cleaning services at Joint Base San Antonio (JBSA) Lackland, Texas, effective March 30, 2026, issued by the 37th Training Support Squadron Combat Weapons Flight (37 TRSS/CWF).
The contractor must provide bulk laundry, piece laundry, and dry-cleaning services for uniforms, personal clothing, and protective gear worn by military personnel during training operations. Critical to this requirement is the safe handling, segregation, and sanitization of lead-contaminated items from combat weapons training. Services include twice-weekly pickups and deliveries (Tuesdays and Thursdays, 7:00 AM to 5:00 PM) at Building 930, with contractor-provided mobile laundry bins (200-pound minimum capacity). Bulk laundry is processed by weight with a 90% (+/- 2.5%) return standard, while piece laundry is processed by individual item count requiring 100% accuracy. The contractor must maintain physical separation of contaminated and clean items during transport, sanitize vehicles between loads, and provide tracking tickets and monthly reporting of processed weights and counts. Delivered items must meet industry standards for cleanliness, be free of lead contamination and objectionable odors, and be packaged per Technical Exhibit 1 specifications (folded, bundled, and shrink-wrapped). Performance thresholds include zero schedule deviations unless approved, no more than two validated defects per month for cleanliness, zero sanitation defects requiring 100% compliance, and 98% accuracy for documented weights and tickets. The contractor must comply with all Department of War, Department of the Air Force, CDC, OSHA, and Healthcare Laundry Accreditation Council standards; maintain a comprehensive safety program; obtain base identification for personnel; and return the facility to its original condition upon contract completion.
