About this file
This is a Request for Quote (RFQ) for laundry and dry-cleaning services issued by the U.S. Air Force at Joint Base San Antonio, Lackland, Texas.
The solicitation (FA301626Q0184) is a firm-fixed-price, non-personal services requirement set-aside 100% for small business concerns under NAICS Code 812320 (Dry Cleaning and Laundry Services) with an $8 million size standard. The contractor must provide all personnel, equipment, tools, supervision, and services necessary to perform laundry and dry-cleaning operations at building 930, JBSA Lackland. Quotes are due by 12:00 PM CDT on Tuesday, September 1, 2026, submitted through SAM.gov and emailed to Belinda Tindal (belinda.tindal.1@us.af.mil) and Peter Agwata (peter.agwata.1@us.af.mil). Questions must be submitted by 12:00 PM CDT on Thursday, August 27, 2026. Award will be made using a Lowest Priced, Technically Acceptable (LPTA) approach, evaluating the three lowest-priced quotes against two technical factors: (1) Management Plan addressing workforce management, industrial risk mitigation with garment accountability systems (barcode, RFID, or manual tracking), and predictive risk forecasting, and (2) Contingency & Utility Outage Plan demonstrating service continuity during operational disruptions. Offerors must submit pricing based on the government's estimated quantities without modification and account for mandatory Service Contract Act wage increases throughout the contract duration. All pricing must be rounded to two decimal places and submitted in Volume I (Contracting & Pricing) with technical responses in Volume II, organized as separate stand-alone volumes without cross-referencing.

1.3. Late Submissions, Modifications, Revisions, and Withdrawals of Quotes. Offerors are responsible for submitting quotes and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation/amendments. Any quote, modification, or revision received after the time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. Offerors may withdraw their quotes by written notice to the Government received at any time before award.

2. INFORMATION REGARDING QUOTE SUBMISSION.
2.1. General Instructions and Quote Clarity. To ensure timely and equitable evaluation, the Offeror must follow the instructions contained herein. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The offeror’s quote shall be clear, concise, and include sufficient detail for effective evaluation and substantiation of stated claims. The Offeror shall not simply rephrase, reiterate, or restate the Government's own language; rather, the Offeror must provide convincing rationale and specifically detail the actual methodology used to fulfill the requirements. The Offeror shall assume the Government has no prior knowledge of its capabilities, facilities, or experience. Elaborate formats and marketing presentations are not desired and will not be evaluated.
2.2. Quote Formatting and Labeling. Quotes must be organized into two distinct stand-alone volumes: Volume I-Contracting & Pricing and Volume II - Technical. Cross referencing between volumes is not permitted. Information required for evaluation that is omitted from its designated volume will not be considered.
2.2.1. Volume I-Contracting & Pricing Information. The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. If, upon initial review, the CO determines adequate price competition exists, no additional cost information will be requested. However, if the CO determines adequate competition no longer exists, Offerors may be required to submit other than certified cost or pricing data to determine price reasonableness.
2.2.1.1. Pricing Requirements: Offerors must submit a comprehensive Price List detailing proposed costs for every line item and performance period specified. All pricing must be rounded to two decimal places and based on the Offeror's unique operational approach to the PWS.

2.2.1.3. SCA Compliance: Offerors must ensure all proposed wages account for mandatory Service Contract Act (SCA) increases throughout the contract’s duration.
2.2.1.4. Content Restriction: This volume shall only contain pricing information subject to evaluation for award or intended for inclusion in the final contract.
2.3. Volume II-Technical. Each Offeror shall submit a technical volume addressing the proposed approach to meeting the minimum performance and capability requirements of the technical factors. All requirements specified in the solicitation are mandatory.

3. QUOTE EVALUATION.
Addendum to RFO 52.212-2 Evaluation-Commercial Products and Commercial Services.
The paragraph is tailored as follows:
3.1 Evaluation Factors. The following factors shall be used to evaluate Quotes:
I. Technical acceptability: Evaluated on an Acceptable/Unacceptable basis in accordance with the factors identified below.
II. Price: Evaluated for reasonableness, completeness, and unbalanced pricing.
3.2 Best Value Determination. For this procurement, best value determination will be made based on the Lowest Priced, Technically Acceptable (LPTA) Approach. Offerors are advised that their initial submission shall represent their best effort. Only Technically Acceptable quotes, either initially or as a result of interchanges, are eligible for award. The Government will rank quotes by price and evaluate the technical acceptability of the three
(3) lowest priced quotes on an Acceptable/Unacceptable basis. If the initial three (3) lowest submissions fail to meet the specified technical criteria, the Government will continue assessing subsequent quotes in order of price. The evaluation process terminates once the lowest-priced quote is determined to be technically acceptable, although the Government reserves the right to evaluate additional quotes to establish adequate price competition. Contingent upon a determination of contractor responsibility IAW RFO 9.104, award will be made to the lowest priced, technically acceptable offeror whose quote conforms to the solicitation requirements and the PWS, without further evaluation of other quotes.

3.3. Technical Evaluation Ratings: The technical evaluation team will evaluate the factors identified below. For a quote to be rated as "Acceptable", all technical factors must be rated "Acceptable". If any technical factor is rated "Unacceptable", the overall quote will be rated as "Unacceptable". The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and render the quote ineligible for award. The technical factors will receive one of the ratings listed below:
I. Technically Acceptable: The quote clearly meets the minimum requirements of the solicitation.
II. Technically Unacceptable: Quote does not meet the minimum requirements of the solicitation.
Initially, the three (3) lowest-priced quotes will be evaluated against the following technical factors. The Government will continue evaluating subsequent quotes as necessary per Section 4.2.
(i) Technical Factor 1-Management Plan.
The Offeror shall submit a Management Plan detailing their organizational structure, proposed staffing levels, personnel qualifications, and performance management processes to successfully execute the PWS. The plan must provide a comprehensive approach to managing the large-scale laundry and dry-cleaning services as defined in this solicitation. At a minimum, the plan shall adequately address the following:
a. Workforce Management: Demonstrate a business approach to plan, control, and direct the labor force to meet the requirements of the PWS, including the ability to manage surge requirements and seasonal volume fluctuations.
b. Industrial Risk Mitigation and Garment Accountability: Detail proactive strategies for mitigating critical, industry-specific risks inherent to large-scale military laundry operations. This must include a comprehensive garment accountability system that utilizes either barcode, RFID, or rigorous manual tracking protocols to trace individual items from the point of receipt through final delivery, minimizing the risk of loss or misrouting.
c. Predictive Risk Forecasting: Provide mitigating strategies and processes designed to prevent and proactively identify and forecast potential risks that could have an adverse impact to schedule, inventory control, or performance.
Standard: The standard is met when the Offeror provides a Management Plan that explicitly includes and addresses all minimum elements (a) through (c) defined above to manage the workforce and operations in accordance with the PWS.

JBSA Lackland, TX FA301626Q0184
(ii) Technical Factor 2 – Contingency & Utility Outage Plan The
Offeror shall submit a "Contingency and Utility Outage Plan" that demonstrates how the company will guarantee uninterrupted pick-up, processing, and drop-off schedules in the event of resource outages (e.g., utility losses, catastrophic equipment failure, natural disasters, or supply chain disruptions). At a minimum, the plan shall adequately address the following elements:
a. Disruption Scenarios: The plan must address the continuation of services during potential operational disruptions, including but not limited to equipment failure, utility outages, natural disasters, or severe staffing shortages.
b. Recovery Actions: The plan must identify specific, viable recovery actions and the methodology for implementing them. Offerors may propose their own unique solutions (e.g., utilization of a secondary backup plant, subcontracting agreements, shifting production to an alternate company facility, use of portable equipment with surge staffing, etc.) provided the approach ensures PWS requirements are met.
c. Risk Mitigation and Communication: The plan must establish clear communication protocols, timelines, and reporting procedures to keep the Contracting Officer (CO) and Contracting Officer's Representative (COR) informed during a disruption and throughout the recovery process. Standard: The standard is met when the Offeror provides a Contingency and Utility Outage Plan that clearly demonstrates a viable and executable approach to maintaining services and addresses all minimum elements (a) through (c) defined above.
3.4. Options: The resulting contract will include RFO Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. The price for that period will be determined based on the unit prices proposed for the current period of performance and will be evaluated at time of award. In the event the Government requires continued performance, the Government's evaluation of prices proposed will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, rates will be adjusted only as a result of revisions to applicable prevailing Department of Labor wage rates.
3.5. Notice of award: A written notice of award or acceptance of a quote furnished to the successful Offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not

JBSA Lackland, TX FA301626Q0184 there are discussions after its receipt, unless a written notice of withdrawal is received before award. (End of Provision)
4. INTERCHANGES.
The Government may conduct interchanges with one, some, none or all offerors at its discretion, if determined to be advantageous to the Government as part of the best value and price reasonableness determination. Interchanges are the fluid exchange of information between the Contracting Officer and Offerors during the ordering process.
Interchanges may address any price and non-price aspect of the quote and/or any matter in the evaluation process. Interchanges may be written as Interchange Notices, which will capture the contemporaneous sharing of information between Government and Offeror.
Interchanges may also be verbal conversations between Government and the Offeror, but such verbal interchanges will be documented. Interchanges may include quote revisions/changes as requested by the Government and will be included in the final evaluation. However, the Government reserves the right to award without the opportunity to revise quotes with any or all interested offerors. Interchanges do not require the administrative steps necessary under RFO subpart 15.3 negotiations. Therefore, when engaging in Interchanges with Offerors, the Contracting officer does not need to establish and document a competitive range.
5. MANDATORY REGISTRATIONS.
To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application(ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/ and provide mandatory information.
6. ATTACHMENTS.
1. Performance Work Statement
2. Questions and Answer sheet
