About this file
This is Amendment 0001 to Solicitation FA301626Q0184, issued by the U.S. Air Force at JBSA Lackland, Texas, effective August 31, 2026. The amendment incorporates formal Government responses to industry questions and establishes a relative milestone-based performance schedule for laundry services to accommodate funding availability. The contracting officer is Belinda B. Brown Tindal, with Peter Agwata listed as an additional point of contact.
The amendment modifies the period of performance to commence on a relative basis, with the Contract Effective Date designated as the Date of Award (Day 0). Administrative Onboarding and Mobilization shall begin one business day after Contract Award. Full physical performance of laundry services shall commence on the first business day following completion of the Post-Award Kickoff Meeting and issuance of base access badges by JBSA Lackland security, estimated to occur 5 to 10 business days after Contract Award. A new section 2.X is added to the Performance Work Statement establishing the Onboarding and Transition Phase, requiring the contractor to submit completed base access and badging documentation within three business days of award and participate in a Post-Award Kickoff Meeting scheduled within five business days of award. The amendment incorporates FAR Clause 52.228-5 (Insurance-Work on a Government Installation), DFARS Clause 252.211-7008 (Use of Government-Assigned Serial Numbers), and modifies DFARS Clause 252.237-7015 (Loss or Damage), establishing a maximum allowable weight loss of 12.25 percent in laundry servicing. The Government notes it is not legally liable for contract costs until appropriated funds are made available and written notice is provided to the contractor.

28.307-2 Liability.
(a) Workers' compensation and employer's liability. Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they must be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 must be required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)
(b) General liability. (1) The contracting officer must require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) Property damage liability insurance must be required only in special circumstances as determined by the agency.

(c) Automobile liability. The contracting officer must require automobile liability insurance written on the comprehensive form of policy. The policy must provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States must provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies must be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.
