Place of performance is Joint Base Andrews, MD 20762. Testing and inspection cover three Engine units (ENG 741, 742, 743), one Quint apparatus (Quint 74), and one Tanker (Tanker 74); all apparatus are Pierce or E-ONE manufactured with pump capacities ranging from 1,250 to 1,260 GPM. Testing must occur at a mutually agreed location within 50 miles of Joint Base Andrews, with reports delivered to TSgt Pedro Muina (NCOIC, Logistics) within seven business days in hard copy and electronic formats.
The contractor must provide all labor, equipment, materials, tools, lifts, licenses, and permits; personnel must be properly trained and certified. Testing encompasses systematic inspection per NFPA 1911 Sections 8 through 21, including chassis, electrical, water pumping, foam proportioning, compressed air, and winch systems (where equipped), plus annual weight verification, braking tests, and road tests. Failed apparatus must be retested at no additional cost within 60 calendar days of notification of completed corrective actions; the Government performs repairs, not the contractor.
