About this file

This is a Request for Information (RFI) Questions and Answers document for an Apparatus Performance Testing contract opportunity. The government has provided responses to 21 offeror inquiries regarding testing requirements, equipment provision, scheduling, and operational procedures for five emergency response apparatus at Joint Base Andrews.

Key testing and operational requirements include: vehicle testing will be conducted one apparatus at a time rather than simultaneously to maintain emergency response capabilities; the contractor must furnish all testing equipment and calibrated instruments, though if testing occurs at Andrews AFB the government will provide facility access for applicable tests; Tanker 74 requires full NFPA 1911 pump performance testing; CAFS and foam system testing are not required; working hours are 0700-1700 Monday through Saturday; and all apparatus repairs following testing will be completed by Joint Base Andrews personnel. Regarding scope of work, the contractor must conduct inspections and diagnostic checks in accordance with referenced NFPA standards and the Performance Work Statement but shall not perform repairs, servicing, or replacement of components unless explicitly required by specific PWS sections. Critical clarifications include that contamination checks and lubrication inspections are visual only without fluid additions, GFCI testing is required per PWS section 25.5, weight verification must use certified scales per manufacturer specifications, and battery cleaning is not authorized. Detailed apparatus information including make, model, year, VIN, pump manufacturer/capacity, and aerial specifications is referenced in Attachment 6 to assist offerors in preparing technical and pricing proposals.
