About this opportunity

The Defense Logistics Agency Aviation seeks a one-time buy of mission-critical hydrofluorocarbon compressed gases for static storage at DLA Richmond, Virginia, with proposals due August 26. The procurement is a total small business set-aside, restricting competition to entities meeting the 325120 NAICS code size standard of 1,200 employees.

The solicitation covers three line items: 13,476 cylinders of Heptafluoropropane (HFC-227ea) in 150-pound cylinders (NSN 6830-01-732-1424); 1,122 cylinders of Heptafluoropropane (HFC-227ea) in 1,200-pound cylinders (NSN 6830-01-732-1429); and 1,372 cylinders of Hexafluoropropane (HFC-R236fa) in 150-pound cylinders (NSN 6830-01-732-0537). The contractor must supply all cylinders and gases; the government will supply cylinder valves (NSN 8120-01-204-0182 and 8120-01-316-2208). Delivery is required 101 days after contract award, with allowances spread across 2027 and 2028. FOB is destination to DLA Distribution in Richmond, Virginia.

The procurement supports sustainable supply of these gases through 2060 for Department of Defense weapon platforms transitioning away from ozone-depleting substances in compliance with the American Innovation and Manufacturing Act. Vendors may submit pricing for virgin gas with Department of Defense allowances, virgin gas with contractor allowances, or reclaimed gas (meeting ASTM-6064 Type II specifications for R227EA or AHRI-700 2019 for R236FA) independently; line-by-line evaluation permits bids on any combination of the three NSNs rather than requiring complete coverage.

The contract will be firm fixed price. Evaluation employs three factors weighted approximately equally: Technical (rated acceptable or unacceptable per DoD Source Selection procedures), Past Performance (using Supplier Performance Risk System and PPIRS data), and Cost/Price. Hazardous material handling, packaging per ASTM D3951, and sampling per MIL-STD-1916 or ASQ H1331 apply. Proposals must include country of origin documentation and comply with child labor and forced labor provisions under FAR 52.212-3.

The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapon platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gases is available. Projected need extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large acquisition of two (2) mission critical virgin HFC compressed gases, determined by the Services to be the most critical at this time; Heptafluropropane (HFC-227ea) and Hexafluoropropane (HFC-R236fa). These items will be placed in static storage at DLA, Richmond, Virginia until such time as they are needed.

DLA intends to award a firm fixed price contract supporting the HFC gases listed below.

  • PR 7016264923, Qty Requested 13,476 CY, 6830-017321424, PN: R227EA, Chem Name: 1,1,1,2,3,3,3-Heptafluoropmpane (CF3CHFCF3), 150 lb cyl.
  • PR 7016264925, Qty Requested 1,122 CY, 6830-017321429, PN: R227EA, Chem Name: 1,1,1,2,3,3,3-Heptafluoropropane (CF3CHFCF3), 1200 lb cyl.
  • PR 7016264929, Qty Requested 1,372 CY, 6830-017320537, PN: R236FA, Chem Name: 1,1,1,3,3,3-Hexafluoropropane (CF3CH2CF3), 150 lb Cyl.

FOB Destination, I/A Origin. Solicitation is being solicited as a total small business set aside. The requested delivery timeframe is 101 days for all items.  The final contract award decision may be based upon a combination of price, past performance, and technical evaluation factors as described in the solicitation.
