About this file

This is a Questions and Answers document for solicitation SPE4AX26R0040, addressing clarifications regarding tare weight allowances, cylinder ownership, delivery schedules, reclaimed gas requirements, and partial offer submissions for a Defense Logistics Agency (DLA) procurement of hydrofluorocarbon gases.

The Q&A clarifies that vendors may submit pricing for either "Virgin Gas with DoD Allowances," "Virgin Gas with Contractor Allowances," or "Reclaimed Gas" independently without being required to quote all three options. The Government will supply cylinder valves (NSN 8120-01-204-0182 and 8120-01-316-2208), while contractors must supply the cylinders matching the listed NSNs. Delivery for each of the three NSNs (6830-01-732-1424, 6830-01-732-1429, and 6830-01-320-0537) is required within 101 days from contract award, with no mandated phased delivery schedule. Reclaimed gas meeting ASTM-6064 Type II specifications (for R227EA) or AHRI-700 (2019) specifications (for R236FA) requires only a standard Certificate of Analysis with no additional traceability documentation. The Government will evaluate offers on a line-by-line basis, permitting contractors to submit bids for any combination of the three NSNs rather than requiring complete coverage of all items.

Text version

1. Tare Weight Allowances The pricing spreadsheet requests separate pricing for "Virgin Gas with DoD Allowances" and "Virgin Gas with Contractor Allowances." Could you clarify which tare weight tables or specifications apply to each column for NSNs 6830-01-732-1424, -1429, and -0537?

The separate pricing options listed are acceptable scenarios to submit an offer price, a vendor is not required to submit a price for all three options listed: DoD Allowances and Contractor Allowances and Reclaimed gas. Column E lists the cylinder size (in Water Capacity) of the sized cylinders we are requesting, and Column F lists the amount of product we want in each cylinder.

2. Cylinder Ownership Will cylinders be Government-Furnished Property (GFP), or is the contractor responsible for supplying cylinders matching the listed cylinder NSNs (8120-01-204-0182 and 8120-01-316-2208)?

As stated on P3 of the solicitation document, “Cylinder Valve NSN 8120-01-204-0182 and NSN 8120-01-316-2208 will be provided by the offerors.”

3. Delivery Schedule Is delivery required all at once or can it be phased? Is there a preferred delivery window beyond the solicitation closing date?

Delivery for each NSN is requested in 101 days, there is not a required delivery schedule.

4. Reclaimed Gas Acceptability If reclaimed gas meets the required purity specifications (ASTM-6064 Type II for R227EA; AHRI-700 (2019) for R236FA), are there any additional certification or traceability documents required beyond a standard Certificate of Analysis?

Reclaimed gas does not require any additional traceability or documentation other than standard Certificate of Analysis.

5. Partial Offers Will the Government accept offers on individual NSNs, or must all three NSNs be quoted together?

Evaluation will be made line-by-line, offers can be submitted for any combination of the NSNs.
