About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is seeking to procure two 1,000-gallon diesel fuel trucks through a combined synopsis/solicitation under solicitation number W91151-25-Q-A011. The procurement is structured as a Firm-Fixed-Price Contract with specific operational requirements for high desert terrain, including automatic transmission, bottom load capabilities, emergency shut-off valve, and various safety features. Potential contractors must submit quotations by 11:00 AM Central Time on March 4, 2025, with all questions required to be submitted by February 28, 2025, to the designated Contract Specialist David J. Garcia and Contracting Officer Darnyell C. Parker. While the Contracting Officer intends to make an award without discussions, they reserve the right to hold discussions if deemed in the government's best interest. The evaluation will focus on meeting the detailed specifications outlined in the Performance Work Statement, with emphasis on equipment functionality and compliance with military logistics requirements.
The solicitation is designated as a 100% Total Small Business Set-Aside under NAICS code 532490 with a business size standard of $40,000,000, targeting small commercial and industrial machinery rental businesses. The contract covers a performance period from March 11 to April 30, 2025, with delivery location at LSA Warrior at Fort Irwin, California. Contractors must provide 24-hour emergency repair/replacement services within 4 hours of notification and ensure the trucks meet stringent operational standards, including the ability to withstand 70 mph wind gusts. The government will provide qualified drivers and fuel but will not return equipment with full tanks, and the trucks will be delivered empty and purged. Additional requirements include equipment inspections and range access coordination. While no specific incumbent is mentioned, the solicitation indicates a precise need for specialized diesel fuel truck equipment to support military logistics operations.
