About this opportunity

The Department of Homeland Security (DHS) White House Task Force is soliciting hotel room block services for the 2026 FIFA World Cup Event across 11 host cities in the United States. The procurement seeks a contractor to secure hotel accommodations with flexible cancellation policies, consistent amenities including loyalty programs, complimentary parking, and free Wi-Fi, with properties located within 3 miles of event stadiums. Key contract requirements include providing at least two hotel options per city, developing a comprehensive transportation plan featuring ridesharing, shuttle services, car rentals, and public transit integration, and ensuring 100 percent of room blocks are secured within 10 business days post-award. Evaluation will prioritize technical approach as the most critical factor, followed by consideration of hotel proximity to venues, cancellation flexibility, and relevant past performance quality. The quotation deadline is November 20, 2025, at 12:00 PM Eastern Time, with quotes to be submitted via email to Contracting Officer Karen Ma and Contract Specialist Lauri Rotava; an amendment dated November 19, 2025, provided government responses to contractors' questions.

This solicitation is designated as a Total Small Business set-aside with no incumbent contractor identified. The contract will be awarded on a Firm-Fixed-Price basis for the period November 24, 2025, through August 30, 2026, with specific room block requirements of 10 standard or deluxe rooms per day across the 11 cities, accommodating stays ranging from 9 to 13 June 2026 with up to 44 days of lodging per location. While no explicit budget range is published, pricing will be evaluated as part of the overall proposal, with invoicing occurring after each city's stay is completed. Key deliverables include hotel lists and loyalty program details due within 5 business days post-award, hotel booking confirmations within 10 business days, and a final transportation plan within 30 business days. Performance will take place throughout the United States across Philadelphia, Atlanta, East Rutherford, Boston, Miami, Houston, Dallas, Los Angeles, San Francisco, Kansas City, and Seattle during the FIFA World Cup event period.
