About this file
This document is an Amendment 1 Q&A spreadsheet for the ROOS-26-00001 solicitation for 2026 FIFA World Cup Lodging - Hotel Room Block services. The Department of Homeland Security's White House Task Force is seeking hotel room block services across 11 cities for the event, with specific requirements including 3.5 to 5-star hotels, 3-5 parking spaces per location, and a transportation plan for game days and fan festivals. The solicitation requires vendors to provide multiple hotel options per city, with no set limit, and expects a comprehensive approach to lodging and transportation logistics.
Key details include a planned award date of 11/26, a performance period from November 24, 2025, through August 30, 2026, with primary room blocks in June/July 2026. Vendors must offer hotels close to stadiums and fan festival locations, provide transportation options and estimated costs, and meet stringent terms such as offering multiple hotel choices, potential complimentary parking, and flexible cancellation policies. The government has emphasized that quoters not following solicitation terms may be deemed non-responsive, and no extensions to the submission deadline will be granted.

| # | Question | Government Response | ||
| 1 | Will the government accept a deposit payment request or is there no flexibility in the requirement to provide only one invoice per city? | Please provide suggestions based on industry best practices. The Government may revise the invoicing terms based on the responses received. | ||
| 2 | Given the extensive coordination required across all 11 cities—including securing qualified hotel options, confirming amenities and cancellation terms, and developing transportation plans—we respectfully request a brief extension to ensure a complete and accurate submission. | We will not be able to grant an extension at this time. | ||
| 3 | We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. | This is a new requirement. | ||
| 4 | • | Is it permissible to submit more than one hotel in each city, if necessary, to support this group? | ||
| • | If so, is there a limit of how many hotels? | We are asking for 2 or more hotels per city, there is no limit. (see udpated RFQ) | ||
| 5 | • | What is the minimum hotel class required, i.e. 3 Star, 3 AAA Diamond Rating, etc. | 3.5 to 5 stars | |
| 6 | • | Is there an estimate of the required number of parking spaces? | Three (3) to Five (5) | |
| 7 | • | Please clarify the POP stated as November 24, 2025, through August 30. 2026 when the room block is only June/July 2026. | We would like to plan, coordinate and book the hotels before the actual stays occur. | |
| 8 | • | Is this a new contract? | ||
| • | If not new, who was the past incumbent, and what is the contract number? | This is a new requirement. | ||
| 9 | • | Do you have a target date or date range for the final award decision? | Estimated award date is 11/26. | |
| 10 | 1) Is the contractor required to provide transportation information between the hotel and the event venue or is the vendor expected to provide transportation? | Vendors are not expected to provide transportation. We are asking for a transportation plan that provides different ways to and from the stadium/event. (e.g. walk 0.3 miles, uber 3 miles est. cost is $10, free shuttle available, etc. ) | ||
| 11 | 2) Could you please clarify the transportation requirements—specifically the number of days, frequency per day, and times needed? For example, is transportation required only on game days or every day? The pricing sheet doesn’t include a section for transportation costs, and without the exact number of guest rooms and nights (currently 2–10 rooms over 20–44 nights), we’re unable to provide an accurate total. | Transportation is required on game day, fan festival and the day before game day for meetings (not every city will have meetings the day before). | ||
| 12 | 3) Will transportation costs be determined after the award? E.g. Some guests may request a car rental, while others might take advantage of public transportation. | We are requesting a plan of the transportation options that are available, to avoid the traffic, or get around the traffic, and estimated price or price range for each transportation method. | ||
| 13 | 4) Which event venue takes precedence? Being close to the stadium or other events (like the fan festival)? In some cities the distance between the stadium and fan festival locations is quite substantial. | Close to the stadium and fan festival. Stadium takes precedence. | ||
| 14 | 5) Will the exact number of guest rooms and lodging time frames be confirmed within 10 business days of the award? | No. | ||
| 15 | Will we be determined to be unresponsive if: |
- We offer fewer than 3 hotels per city
- Can't offer complimentary parking (Is the vendor expected to calculate parking into the guest room rate where hotels can't offer complimentary parking?)
- Can't offer free cancellation up to 48 hours prior to check-in. Quoters that do not follow the solicitation terms and conditions may be deemed non-responsive.
