(ix) FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies and is incorporated as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Technical Approach
The Government will evaluate the extent that the Quoter’s Technical Approach demonstrated their ability to successfully complete the requirements stated within Attachment I (Statement of Work). Factors such as the hotel’s proximity to event venues (within a 3-mile radius or transit-accessible) and the flexibilities for cancellations (i.e.
free cancellations 48 hours prior to check-in) will be considered.
2) Past Performance
Both the extent of the relevant past performance available (1 vs. 3 past performance references), and the quality of the past performance (CPARS ratings) will be evaluated.
Quoters with more and higher quality relevant past performance (e.g. submitted three relevant past performances) will be rated more favorably than quoters with less relevant past performance (e.g. only one relevant past performance was submitted). Relevancy is defined as past performances that are similar in size, scope and complexity to this requirement. If the Quoter submitted past performances but they are not considered relevant, the past performance will not be considered. The quality of the past performance is determined by searching the CPARS record for the past performance provided. A higher rating in CPARS will be considered more favorably than a lower rating. If no ratings are available in CPARS, a past performance that is available in CPARS with a good rating will be considered more favorably than a past performance that is not available in CPARS.
3) Price – Price will be evaluated in accordance with FAR 15.404-1 (b).
Technical Approach is more important than Past Performance. Technical Approach and Past Performance, when combined, are more important than Price.
(b) (reserved)
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
(x) FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services (Oct 2025) applies and is incorporated into this combined synopsis/solicitation.
(xi) FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial
Services (Nov 2023) applies to this acquisition.
(xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services (Oct 2025) applies to this acquisition.
