About this opportunity

The Bureau of Land Management (BLM) Idaho state office is soliciting herbicide application services for the Sand Creek Desert Fuel Break project located in St. Anthony, Idaho. The government seeks a contractor to provide all personnel, equipment, and materials necessary to apply herbicides along a designated fuel break, with the objective of reducing woody vegetation and creating strategic roadside clearance. Potential offerors must be registered in the System for Award Management (SAM) database and submit electronic quotes in PDF or DOC format by May 21, 2025, at 5:00 PM Mountain Time to Contracting Officer Heather McBride. Questions from potential bidders must be submitted via email no later than May 14, 2025, by 5:00 PM Mountain Time, with responses provided through SAM.gov. All questions and communications will be handled exclusively through electronic channels, with no official site visit planned due to potential access limitations.

The solicitation is a Total Small Business Set-Aside under NAICS code 115112 with a size standard of $9.5 million, targeting small businesses for a Firm-Fixed Price contract. The project will cover approximately 821 acres across Fremont and Clark Counties in Idaho, involving herbicide application along 22.5 miles of desert roads to create a 300-foot-wide strategic fuel break. The period of performance is from June 1 to June 30, 2025, with actual work expected to take approximately three calendar days once initiated, contingent on favorable weather and vegetation conditions. The contractor will be required to apply specific herbicides including 32 ounces per acre of 2,4-D LV6 and 3/4 ounces per acre of Escort XP, ensuring 95% uniform coverage using a differentially corrected GPS system. The project area consists of gently rolling lava plains with elevations ranging from 5,000 to 6,300 feet, presenting unique environmental considerations for the herbicide application.
