About this opportunity
The Bureau of Land Management (BLM) Idaho State Office is soliciting tree thinning services for the 2025 Bayhorse Fuel Break Project in Challis, Idaho. The contractor must furnish all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, and training necessary to perform tree thinning services on approximately 130 acres of dense Douglas-fir and Quaking Aspen forest. The project objectives include improving forest health, enhancing wildlife habitat, and reducing severe wildfire risk through selective thinning of conifer trees between 6-18 inches in diameter, with specific spacing and pruning requirements. The government intends to award a single Firm-Fixed Price (FFP) contract, though no specific evaluation criteria are mentioned in the available documentation. Key deadlines include questions due by July 22, 2025 at 5:00 PM Mountain Time, a mandatory site visit on July 16, 2025 at 8:30 AM Mountain Time, and electronic quotes due by July 31, 2025 at 5:00 PM Mountain Time to Contracting Officer Heather McBride.
This acquisition is designated as a Total Small Business Set-Aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $34 million. No incumbent contractors are identified in the solicitation documents. While no specific contract value is disclosed, the pricing schedule indicates bidding will be on a per-acre basis for the 130-acre project area. The performance period will begin on or after August 11, 2025, once weather and ground conditions are favorable, with the contractor required to begin operations within three calendar days of notification and complete all work by October 24, 2025. The project will be performed entirely in Idaho, specifically in the Challis area approximately eight miles southwest of the town, near the historic Bayhorse Ghost Town and involving work around Bayhorse Creek and surrounding mountainous terrain.
