About this opportunity
The Federal Bureau of Prisons Federal Correctional Institution McDowell is seeking food and subsistence supplies for the first quarter of fiscal year 2026, covering a comprehensive range of products including canned beans, pasta, dairy products, meats, fish, vegetables, fruits, spices, and disposable food service items. All food products must have a minimum 90-day shelf life and will be delivered to the facility warehouse in Welch, West Virginia between October 1 and December 15, 2025. Vendors must comply with strict delivery requirements, including specific temperature controls for perishable and frozen items, palletized deliveries, and adherence to federal quality standards and regulations. The evaluation will be based on past performance, socioeconomic status, overall price, and delivery schedule, with greater emphasis placed on past performance and delivery schedule, and technical and past performance combined weighted at 75% of the evaluation criteria. Bids are due by 2:00 PM EST on August 29, 2025, and must be submitted via hand delivery, fax, or email to jriffe@bop.gov.
This procurement is designated as a 100% set-aside for small businesses with a size standard of 100 employees, operating under NAICS code 311 (Food Manufacturing). The contract quantities vary significantly across line items, ranging from 50 cases of Parmesan cheese to substantial volumes including 34,000 cases of flour tortillas and 30,000 pounds of boneless, skinless chicken breast. The government will award the contract by line item to the lowest responsive and responsible bidder, with delivery required to the Federal Correctional Institution McDowell facility located in Welch, West Virginia. Deliveries will be accepted Monday through Friday between 7:30 a.m. and 2:30 p.m., excluding federal holidays, and processed on a first-come, first-served basis. The solicitation emphasizes strict performance standards, warning that vendors with past performance issues including expired products or specification failures will be placed on a do not award list for the following quarter.
Notice text
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up.
