About this opportunity
The Federal Bureau of Prisons Federal Correctional Institution McDowell in Welch, West Virginia is seeking to procure dairy and egg products for the first quarter of fiscal year 2026. The solicitation includes three specific line items: 275,000 half-pint containers of nonfat/skim milk, 50 containers of reduced fat/nonfat sour cream (5lb), and 200 cases of U.S. Grade A medium whole eggs (30 dozen per case). All dairy products must have a 90-day shelf life upon delivery and require weekly deliveries to the facility between October 1 and December 15, 2025. Evaluation criteria will prioritize past performance and delivery schedule, followed by socio-economic status and overall pricing, with all dairy products being awarded to a single vendor based on established practice and pricing. The Request for Quote is due by 2:00 PM EST on August 29, 2025, and vendors must submit completed Standard Form 1449 along with online representations and certifications.
This procurement is designated as a 100% small business set-aside with a size standard of 100 employees, conducted under NAICS code 311 (Food Manufacturing). No specific incumbent contractors are identified in the documentation, though the solicitation indicates preference may be given to established suppliers based on past practice. While no specific award values are provided, the substantial quantities suggest a significant contract value given the volume of 275,000 milk containers alone. Performance will occur at FCI McDowell in Welch, West Virginia, with deliveries required between 7:30 AM and 2:30 PM Monday through Friday on a first-come, first-served basis. Vendors must adhere to strict temperature requirements, with non-frozen perishable foods delivered between 34-40 degrees Fahrenheit, and all deliveries must be properly palletized with a six-business-day conditional receipt period for inspection.
