About this opportunity
The Department of the Army National Guard is seeking construction services for the 163rd Attack Wing at March Air Reserve Base through a firm-fixed-price contract covering two primary work components: replacement of Heat Pumps 3 and 8 in Building 2275, and chiller tube service with eddy current testing for a Trane Water-Cooled Optimus Chiller. The heat pump replacement work includes comprehensive demolition, mechanical, electrical, controls, commissioning, roof repair, plumbing, and fire alarm detection testing, while the chiller service involves inspection, tube brushing, eddy current testing, and providing detailed test reports. Interested contractors must be registered in the System for Award Management (SAM) and comply with Davis-Bacon wage requirements, with the NAICS code 238220 and small business size standard of $19,000,000. The solicitation has undergone multiple amendments, with the most recent extending the proposal due date to September 17, 2025, following a site visit on September 10, 2025, and an RFI response deadline of September 11, 2025. The government has noted that funds are not currently available and no contract award will be made until appropriated funds are secured.
This procurement is designated as a 100% Women-Owned Small Business set-aside with no incumbent contractors identified in the documentation. The project magnitude is estimated between $25,000 and $100,000, with a contract delivery period extending from September 30, 2025, to January 30, 2026, including a 30-calendar day lead time and 90-calendar day performance period. The work will be performed at the 163rd Attack Wing, Building 2275, located in Riverside, California 92518, specifically at March Air Reserve Base. Contractors must perform services during normal duty hours (0700-1600, Monday through Friday for heat pump work, and Tuesday through Friday for chiller work), excluding federal holidays, and must comply with base security requirements including obtaining proper contractor identification badges and work clearance permits. The project involves replacing two specific heat pump units while servicing one Trane chiller (Model RTHDUB1FXA, Serial Number U03K02580), with all work requiring integration into the existing Automated Logic DDC control system.
